Elliot Blaine Henderson, a young colored poet of Columbus, O., is in Richmond at the present time. Mr. Henderson is considered a second Paul Laurence Dunbar and is rapidly taking his place among the literary folk of Ohio. Henderson has received the encouragement of Governor Harris of Ohio and other prominent men in the capital city. Mrs. Lee Hoover, wife of Dr. Lee C. Hoover, died last evening at 5:00 o'clock at the home, 27 South Tenth street, after an illness of several weeks. The deceased was an active member of the South Eighth Street Friends' church and was known for her energy and conscientiousness in all matters pertaining to church work. She is survhed by a husband, two daughters, Mrs. Helen Hoover Jones of Terre Haute, and Edna Hoover, of this city, her mother, Mrs. Rebecca Cloud, of Spiceland. and two brothers. Dr. J. K. Cloud of Lafayette, Ind.. and Ijouis Cloud of Xew Castle. The funeral will be from the home Friday morning at 10:00 o'clock. The Rev. H. R. Keates will have charge of the services. Friends may call Thursday afternoon from 2:00 o'clock until 4:00 and in the evening from 7:00 until 9:00 o'clock. The burial will be at Earlham cemetery. Governor Hanly and the Battle Ground Monument commission, in whose keeping the Tippecanoe monument fund was placed, has decided on Vermont granite as the stone to be used in the monument to be erected on the battle field in memory of the men who fell at the battle of Tippecanoe in 1 SI 1 . The commission met here yesterday, and after considering all the bids decided to award the contract to McConncll & Ssn of Buffalo. N. F. , Koffend. assistant adjutant general of the staff of Governor Johnson, of Minnesota, is here in conference with democrats and it is intimated that he is trying to see if there is any chance of breaking into Bryan's strength in this state. He says Gov ernor Johnson has never formally anj rounced himself as a candidate, but he is the servant of the people and would make a strong president and an exceptionally strong candidate. Fate of Washington Township Road Out of Commissioners' Hands. OPPONENTS WILL FIGHT. The Washington township road matter will be fought out in the circuit court. In the commissioners' court yesterday afternoon the motion of the attorney for petitioners, to overrule the petition of the remonstrators was overruled and the hearing was ordered to the higher court. This means the opponents of the celebrated road will j have to prevail upon the circuit court ! that the road is not needed before they j can expect to rest. Opposition to the j proposed thoroughfare was presented because of the. estimated cbst and the method attempted to bring about its construction. It was proposed to build the road under the new township highway law. This brings about a taxation of all property owners in the township and necessitates the issue of bonds to provide for the cost of construction. It has been estimated the :oad will cost more than $lS,0)O. The petition asking that the road be built, was presented in proper form. .Advertisements were made and no remonstrance was presented. The commissioners received bids for the conftruction of the road, hut before the contract was awarded those who opposed the measure presented a petition for an appeal to the circuit court. It was upon this appeal that the commissioners acted yesterday. STATISTICAL CIVIL SERVICE REPORT Employes in Service Number 286,902. Washington. April 15. The employes in the civil service are the subjects of a statistical inquiry, which has just been completed by the bureau of the census. On July 1. 1!"7. according to this bulletin, the total number of employes in the executive civil service, exclusive of persons in the consular and diplomatic service was 2s.'.h21 and of this number 2!.1.". practically c ne-tenth-were employed at the national capital. HOWARD COUNTY CLERK CLEARED OF CHARGES No Indictments Returned Grand Jury. by Kokomo. Ind.. April 15. After a thorough investigation into the affairs o 11. L. Bull, late county clerk of Howard county, the grand jury adjourned failing to find an indictment against Mr. Bull. Party lines were not drawn in the jurors" decision, which was supported by the prohibition and democratic members. Former Clerk Bull, before his retirement from office. January 1, had been the object of constant newspaper and political attacks and was erroneously reported to have attempted his own hfe rather than face settlement day. When an abstract of the books of the office was made, the former clerk turned over all his property holdings to his tendsmen, offering even his household goods, but which were refused.
