We believe that any new legislation, if it is attempted at all. ought to go further, lest a half way measure be regarded as a reason for abandoning more useful legislation.

As a result of the campaign inaugu

employed in Richmond today three more cigar makers than at any time in the history of the city. This condition of affairs exists despite the fact that this time of the year is regarded as the "dull" season by cigar dealers and manufacturers. The local cigar makers union have about completed the task of sending circular letters to every man in the city asking them to smoke home made cigars to benefit cigar makers and

manufacturers who live here and pay taxes here.

Owing to the fact that all the necessary material did not arrive as soon as expected, the Central Union Telephone company did not begin work

Monday constructing its Main street conduit system. This work, however, will probably be started before the end

of this week.
