FAVOR DELEGATES UNINSTRUCTED
rrJea of Sending Mortgaged Men to National Conventions Not Liked. BRYAN'S FRIENDS ALARMED MOVEMENT SWEEPING DEMOCRATIC RANKS IS NEITHER FOR OR AGAINST "PEERLESS LEADER" BUT FOR INTEREST OF ALL. Washington, March 25. The belief growing that the delegates to neither the republican national conversion nor the democratic national convention will he mortgaged in advance oi' the conventions. The tendency is now distinctly toward permitting the delegates to each convention to exercise mature judgment after they get together in the convention cities. All the information received here Jrorn out over the country indicates 1hat there is to he a halt called in the movement to hind the delegates to the Chicago convention. The most influential men in the republican party are becoming insistent that the delegates hall be left free to do wjiat seems to be the wise thing after they assemble at the convention city. Of course, the managers of the TafL candidacy, who started out to have delegates instructed, whether or not. are not in sympathy with the demand that a halt shall be called, but the indications are that, in spite of their opposition. States and districts will from this on be slow to instruct. The one point being pressed home by the party leaders is that the party must not tie itself up to any candidate until it has made sure that it can elect him. Same With the Democrats. The rapid growth of the movement within the democratic party in favor of holding an open convention at Denver has startled some of the friends of William J. Bryan. A good many democrats who are not hostile to Bryan and who would accept his nomination with complacency if he were the choice of the convention are greatly opposed to having the party's hands tied so that the convention might not act ui)ou its judgment at the critical hour. Any Man Except Bryan. New York democrats say that almost any man nominated except Mr. Bryan can carry New York and that they have no disposition to force the nomination of any candidate of their own choice in antagonism to the sentiment that opposes Mr. Bryan. In Interest of ro One Man. The present movement, which has gained considerable, headway, is not one distinctly of antagonism to Mr. Bryan, and is distinctly not in the interests of any other one particular candidate, the purpose of it being merely to leave the question of the choice of the convention open to be decided by a two-thirds vote of the convention itself, with a certainty only that should Mr. Bryan fail of the nomination the choice will not fall upon any one against whom he has any personal objections, or who could be regarded in any sense as hostile to the element of the party which strongly supported Mr. Bryan both in lS9t and 1000.
