pursuance or the recommendation

made to congress by the president, in

his last annual message, and also in the special message which he trans

mitted to that body several weeks ago, a bill will be introduced in the house by Chairman Hepbijm, of th commit-tee-on interstate and foreign commerce

providing for radical modifications of

the Sherman anti trust law. This measure is now being drawn up. and I its general provisions have been deter-;

mined upon at a series of conferences held at the white house, at which were

represented the government and the

various interests affected. Violations Are Numerous. The bill will seek to bring up to date the Sherman anti trust law in the manner siiggested by the president. It will exempt from its operation combinations, industrial and otherwise, which do no injustice to the public, and particularly those which on the whole are regarded as beneficial to the people. The Sherman law is being violated technically today by a large number of corporate amalgamations, but the administration does not feel it should proceed against them for the reason that they are not embraced in the category of baneful trusts. It is designed, however, that combinations thus exempted shall submit to some kind of government supervision such as has been proposed on several occasions by the president, and this supervision will come within the jurisdiction of the bureau of corporations. It is proposed in the bill also to exempt labor unions from the operation of the conspiracy in restraint of trade clause of the Sherman act. A third Important provision of the proposed law will permit railroads to enter into pooling arrangements with the idea of securing greater stability of rates and strengthening the present safeguards against discrimination and rebates. The proposed lnw will be designed to smooth out many of the rough edges of some of the most important statutes now on the books and harmonize them so as to secure more satisfactory enforcement of them. The exemption to be offered to industrial combinations which are in no sense vicious is calculated by the president to check much of the unrest now prevaleut in the business world and to dissipate any apprehension that may be felt lest in the enforcement of his policies, he might run amuck in financial and inUustrial circles.

DECISIVE ACTION DESIRED By MITCHELL

Miners Now in Conference in Indianapolis.

Indianapolis, Ind., March lo. The rational convention of the United Mine Workers of America is in session in Tomlinson hall today to agree upon a course of action under the situation resulting from the failure of the operators and miners of the central competitive field to agree upon a joint wage conference, to fix a scale to succeed the present scale, which expires April 1, when John Mitchell will be succeeded as president, of the miners' organization by Vice President T. L. Lewis. The wage scale for the various bituminous fields of this country and Canada are based upon the scale fixed in the central competitive field, consisting of Illinois. Indiana. Ohio and Western Pennsylvania Failure to agree upon a joint meeting to fix a scale in this field has caused president John Mitchell to call a national meeting of the miners to take decisive action.
