Washington, D. C, Feb. 27. The investigation of peonage conditions in the southern states which the house is preparing to undertake is likely to result in some unexpected developments. There are two or thre3 kinds of jconage in this country. In the first place, the laborer who promises to perform labor at a specified price and who refuses to do so may be compelled to work by force if be is in a lonely situation where he cannot appeal to the law. In many cases laborers are Riven advances of cash or supplies, and then seek to run away without, 'making good.' These people can often be held by civil process on the ground that Ihey are seeking to get out. of the jurisdiction of the court to escape liability for debt. In some cases laborers are right in Reeking to escape responsibility un:ler an atrocious and cruel contract, the 1crms of which they did not fairly understand, and which frequently the employer entirely fails to fulfill. In many eases the laborers are at fault. Employer Usually to Blame. in all these instances it is the natural tendency of the employer to compel a man to work out his debt by force, and this is frequently possible in the sparsely settled agricultural districts, particularly in the southern, states, where the demand for labor is so great that the employer is tempted 10 resort to extraordinary means to retain what he has. In all these ordinary peonage cases 1be employer is to blame, because be uses personal force, which he is not entitled to do, no matter how honest lie may have been iu dealing with his employes. This ' is the condition of affairs which the house of representatives proposes to investigate. Horrors to be Exposed. The prosecutions instituted by the department of justice have only touched the edge of the real evil, which is. first, the existence of laws providing for imm-isonmeut for debt, and sec
ond, the existence of a system of chain gangs, convict camps, and shocking penitentiaries, the real horrors of which never yet have been adequately painted. So long as the chain gangs and terrible penitentiaries were filled only by negro convicts, they were sustained moro or less by local sentiment, bocause of the general belief that the south must deal, in its own way, with the race question, and that the negro must be punished for the least, infaction of the law, for which the white people were not troubled. The trouble now is that the chain gang nnd the old fashioned penitentiary have been applied to the white laborers from Italy, Hungary and other Kuropean countries. Made Slaves by Law. There are many such white convicts in the sottth today who have committed no crime which would justify a sentence to hard labor. A majority of them have violated contracts which they could not read. Some of them have deliberately attempted to defraud their employers. Some of them have been made victims of unscrupulous labor agents of their own race in Xew York and other northern cities.

Since the assassination of King Carlos and the crown prince and the elevation of the boy king to the throne, there has been no abatement, the government spies say. of the feeling against the monarchy, which is. indeed, between two fires, either one of which, springing into violent being, might destroy the throne and its supporters. On one hand is the renewal of popular agitation for increased liberties and on the other is reactionary conspiracy. To fight both at the same time is a task almost hopeless in its enormity. Hive of Precaution. Lisbon is a hive of royal precaution in an effort to preserve order; every move of the government is looking to the suppression of revolution, should its head be raised as it was the day the streets were drenched with royal blood and crimsoned with that of the assassins.
