FINANCIER FOR TAFT J. Pierpont Morgan Will, Rumor Says, Assist Ohio Man's Candidacy. REASON FOR THIS BELIEF. Washington, Feb. 13 That J. Tiorpont Morgan has been lined up for Secretary Taft is a tip that is going the rounds of political circles at the national capital. Politicians who have direct sources of information say that Morgan's visit in Washington, -where he has spent most of this week, has a large political significance. It is said that Morgan has agreed to support Taft and that Robert Bacon, assistant secretary of state, was the intermediary who won over the reat financier to the Taft camp. Bacon formerly was connected with Morgan's banking house. A straw which is said to show that Morgan is now a Taft man is the semiauthoritative announcement yesterday that. President Roosevelt has been converted to the support of the Aldrlch bill by Senator Aldrich, Morgan and others who arc much interested in that measure. TO THE VOTERS OF WAYNE COUNTY. STOlE" FORAKER AHD DEFEAT Ohio Man Says Ohio Vote Did Wot Represent More Than 10 PerCent of Party. FACTIONS IN CONVENTION. Washington, Feb. 13 Senator J. B. Foraker last night gave out a statement as to the result of the primary elections in Ohio on Tuesday, when the Taft forces made practically a clean sweep in the selection of delegates to the coming Republican state convention. In his statement, Senator Foraker says: Nobody should be either surprised or misled by the result of the primaries held in Ohio. It has been common knowledge for weeks that the call for these primaries was of such charaoter that my friends throughout the state refused to participate. Consequently there was no opposition to the selection of Taft delegates. Under such circumstances he would, of course, carry everything. That the result of the primaries does not indicate anything conclusive should be manifest from the fact that the total vote polled will not represent more than 10 per cent of the Republicans of Ohio. There were only two districts in which there was any approach to a contest and these contests were due to the fact that there were opposing candidates in each district for the nomination to Consrrcss. Referring to the state convention it should be borne in mind that it. will be composed of the representatives of only one faction of the party, not. because the people have so decided, but because the course of the Taft managers was such as to bar everybody else from participation." The democrats intend to conduct their presidential and congressional campaigns from the central west headquarters. This is William .1. Bryan's order. In lf4 the national committee had its headquarters at New "Vork. and the congresional committee operated from Washington. Mr. Bryan, during his recent trip here, said to his friends that if he had anything to do with the selection of headquarters this year Chicago would be chosen, for both comniirtees. "I would tell every young man that it is his first duty to pull his own weight, to take care of himself and those dependent upon him," said President Roosevelt in an informal addrers to delegates of the religion educational association, whom he received in the east room of the white house yesterday. The material prosperity is essential as a foundation, but it is only a foundation, and upon it must be built the superstructure of the higher moral and spiritual life: for otherwise in itself the material prosperity will amount to but little. So without education it is necessary that we should see that the child is trained not merely in reading and writing, not merely in the elementary branches of learning strictly so defined, but trained industrially, trained adequately to meet the ever-Increasing demands of the complex growth of our industrial system, trained agriculturally, trained to be more efficient workers iu every field of human activity. They must be trained in tne elementary branches of righteousness ;they must be trained so that it shall come naturally to them to abhor that which is evil, or we never can see our democracy take the place which it must and shall take among the nations of the earth."' The General Detective Agency of Indianapolis was declared by the postmaster general yesterday to be a fraud. A fraud order was issued against it and Harry W. Pemberton and tho postmaster at Indianapolis was directed to hold up all mail directed cither to the agency or to Pemberton. This action follows a long investigation. R. P. Anti-Saloon league officials were jubilant yesterday over the results of the league's work in various parts of the state and declare that the time is not. far distant when Indiana will be dry in Its entirety. Reports which have been received Fhow that at the February term of the commissioners courts ninety-six saloons in the state were put out of business, the greatest number defeated In any one month for more than a year. Three county seats, Rockville. Scottsburg and Williamsport joined the dry column this month. Since the Moore law went into effect it has been instrumental in closing more than 1.800 salons. POSTMASTER GENERAL CLASHES WITH SENATE Says He Has Right to Continue Postmasters. Washington, Feb. 13. Postmaster General Meyer today informed the senat that he be.ieved he has the right to continue a postmaster In office even if the nomination formally has been rejected by the senate. This position raises an issue between an executive department and the senate over the constitutional precision relating to appointments and confirmations of federal efflca holders.

About $10,000,000 ruay bo secured from the government by people of Iho south if a bill reported unanimously by the house committee on war claims becomes a law. Tho bill pives to the court of claims jurisdiction of the claims for captured and abandoned property which was sold during the civil war and the proceeds turned into the United States treasury During that war tho government authorized the seizure of abandoned property to be sold and the net proceeds placed in the United States treasury. There was a provision that if anyone should bring suit within two years after the close of the war and prove that the property sold belonged to him, the money received for it should be paid over, but to do this the citizen bringing the suit had to prove, loyalty to the union. This disqualified most southerners until tho amnesty proclamation was declared in 1M'.;, which came too late to take the claims to court, the two years' grace having expired.
