DIGNITY WAS LAI IN CITY TODAY

PLIES FINED

Charged With Violation of the City's Loitering Ordinance.

ONE PLED NOT GUILTY.

There are times when decorum and'

dignity must he temporarily laid aside. Viie average man or woman on parade will strut his or her best when business or pleasure calls them out upon the, public thoroughfares, but there iire times, alas, when the best -balanc

ed male or female in the community, can but let their legs go awry and slip and slide m l own consterna-l tion, but to tin- elation and mer-l riment of nnlooU."s. j Today was a bad day on both sexes. All the women who could do so prudently stayed indoors, but for the men and school children to walk the streets was a nightmare. Many a suit was soiled on the ice. and countless bones are aching as a result of hard and excruciating falls. Men were cautious enough, but there's many a slip twixt tho feet and the street on an icy day. The late Petroleum V. Nasby fittingly described intoxication as that condition of mind and body which causes a man, when drunk, to clutch the air and swing onto the veriest blade of grass to keep v from falling off the earth. There were some of Richmond's eminently respectable citizens who did even worse than this today to save their dignity and wearing apparel from being soiled at one and the same time. It was amusing but pathetic. Thin air was frantically sought and grasped after to res' ore equilibriums and keep men's footing in the proper sphere. The pedestrian was not the only sufferer. Motormen had all kinds of trouble with their cars and the poor four-footed animals had a hard time of It. Several horses went down on the ice on account of being improperly shod for the streets.

Charles Bailey and John Hansche, saloon loafers, were lined this morning in the city court for a violation of the loitering ordinance. Each man drew a fine of l and costs. "Wiley Thompson was arrested on the same charge, but he entered a plea of not guilty and the hearing of his case was continued until next Saturday. Chief of Police Bailey has issued orders to gather in all men known to be "bar-flies." Worthy men out of work will not be arrested, but that class of men who refuse to work even in good times will be given a work-out on the stone pile at the county jail.

Pepper In Olden Times. During the middle ages in Europe pepper was the most esteemed ami Important of all the spices. Genoa, Venice and other commercial cities of central Europe were indebted to their traffic in pepper for a lare part of theii" wealth. Its importance as a means of promoting commercial activity and civilization during the middle ages can hardly be overrated. Tribute was levied in pepper, and donations were made in this spice, which was frequently also used as a medium of exchange iu place of money. When the imperial city of Home was besieged by Alaric. the king of the Goths, in -It'S A 1.. the ransom demanded included r.,000 pounds of gold. 30,000 pounds of. silver and 3.000 pounds of pepper, illustrating the importance of tli is spice at that time.

LIBERAL MONARCHY

TO BE RESTORED !

Announcement Made by New Portuguese Cabinet Has Soothing Effect.

TRANQUILITY IS REPORTED.

LISBON IS BASKING IN THE SUNSHINE, FEELING PERFECTLY SECURE AGAINST THE ONSLAUGHT OF REBELS.

GRADE CROSSINGS

During the Past Six Years the Pennsylvania Has Removed Many.

For Poetical Reasons. "Perchance." called the amiable widow, "come herel" The little Inpdog trotted meekly tip. "Surely that is a strange name for a dojr!" exclaimed the geutleman visitor. "What made you name him Perchance'.'" "I am so fond of poetry!" explained the lady lucidly. "Madam, forgive me, but I fail to see the applicability." "Why, silly man," exclaimed tht merry widow, "1 named it after Byron's dog! Pon't you remember where he says, 'Perchance my dog will howl?' "

Lisbon, Feb. C The announced intention of the new cabinet to put an end to repression and restore the "old liberal monarchy," which has existed in Portugal for OO years, had a soothing effect on the country. Tranquility is reported from everywhere in the interior, and today Lisbon, baskimr in the

brilliant sunshine, seems perfectly secure. Troops are less conspicuous on

; the streets of the city today, and if the day of the funeral passes without incident the present phase of the crisis through which the country is passing may be regarded as at an end. The willingness of Scnhor Maehado, the Republican leader, and the Republicans generally to acquiesce in the present situation if their friends are released, seems to insure a return to less strenuous modes of political warfare. Generally speaking, another upheaval in the near future is vonsidcred practically impossible. The drama centers about Franco, but he remains in seclusion, seemingly crushed in spirit. He declines to see corn-sponrtents to offer a defense for his policy and explain his downfall or his decision to retire I eventually from the political arena. His elimination is regretted by the com- ' mereial classes and foreign elements. ;-vho are convinced that his sole object

was the good of the country.

JESSUP'S ARGUMENT

Says Again That City Inspection Ordinance Unconstitutional.

Meat Is

STUDY TAKES OPPOSITION.

This afternoon in the city court

Wilfred Jessup, as attorney for C. 1!. Hunt, the Main street grocer, argued before Judge Converse on the meat j inspection ordinance. Mr. Jessup contended that the meat inspection ordin- j ance was unconstitulonal, pointing out j that the federal meat inspection law provided that it should not effect far-1 mers who sold meat to consumers and j dealers. City Attorney Study argued j

that the ordinance was legal and cited numerous authorities to substantiate his point.
