IN THE COURSE OF AN INTERESTING ADDRESS THE FAMOUS JUDGE ALSO DEALS OUT SOME TEMPERANCE IDEAS.
"Send the mothers and fathers of t)Hd boys and girls lo jail. The way to stop the manut'ai ture of criminal.: js to punish any person who contributes to the dependency of a ihild by bny act of commission or omission." The formula, of a corrective for society was presented by Willis Brown, former judge of the juvenile court in Salt Lake City, Utah, in an address to J'.' Cook county school teachers a; the association auditorium on "The Making of American fitizens." "Men and women don't own their children," continued Mr. Hrowu. "They own their horse or their dog. but tin lo not own thfir children. They say J am heartless or hard-hearted when I f-end a mother to jai! for not properly taring for her son or her daughter. vVomcn who will do nothing; to prevent, their children from committing iDfractiotiB of the law. come into court uid faint over the judge's bench when Jt is suggested that their boys have lone wrong, but they always come vith their smelling salts. Puts Blame on Parents. "When I point to the mother or the lather of a wayward girl as the cause lor her error. I am told that I am overstepping all rules of jurisprudence and economical science. They refer to the poverty In the home and the 'sweatshop' conditions as the reason for the failure of the child to keep on the light path. What 1 blame is the drunken father, the careless mother rind the saloon. "The saloon should so. just as should the cigarette and mince pie. not because of themselves, but. because they are contaminating young children. Let a man go Into his cellar, or his kitchen and guzzle all the whiskey he wants, but close the damnable place which takes all or the greater part of his earnings each week." Tn speaking of the juvenile coder; which have been established in many stHtes In the union, Mr. l'.rown said that there had been too much compromise, that laws had been enacted to be mildly corrective or penal rather than preventive.

"Under Southern Skies." The appearance of Lottie Blair I'arker's delightful play, "Ender Southern Skies," is an event that should be looked forward to with interest by theatregoers. The company is a large one, numbering twenty-three peopl ?. The .scenery is beautiful, everything used in the representation, being carried by the company. The costuming is quaint and pretty, the gowns being of airy summery stuffs, made in the fashion of ls7r. which is the period of the plav. A Hallowe'en celebration during which a pumpkin dance is introduced, is one of the lively features of the performance and never fails to delight an audience. Beautiful southern melodies are introduced throughout the play with great effect. 'Under Southern Skies" will be at the Gennett next Friday night.
