The tonal art is, of course, one that plays upon the emotions and one that therefore may in certain individual cases excite the nervous system to a high pitch of intensity, but it is too indefinite in charade ever to depict or even to suggest immorality. ARMY SHORT OF REQUIRED QUOTA Secretary Taft Would Urge More Pay for Men Entering Army Service. WOULD BE BENEFICIAL. Washington, I). C, January 7 Secretary of War Taft, as a strong advocate of increased pay for tho arm, and his annual report, just, sent to Congress, completely dispels any doubt that may exist, as to his position. he report begins with a. formidable pre-1 sentnient of ligures, showing the rap-j itl decrease in the strength of the regula.r army in recent, years (the loss last year living no less than 4,!2S men) and the pressing need for officers 1 to replace those now detailed on re-1 cruiting duty or as military instruct-1 ors in educational institutions. The! Secretary declares that while many! reasons have been advanced to ex-! plain the difficulty, a sufficient one isj to be found in the inadequacy of army j lay. j "I think it quite probable," he says, j "that an increase in the pay of the1 enlisted men, including considerable additional inducement for men to reenlist and such reasonable increase in Hie pay of noncommissioned officers as would stimulate men to remain in the fervice and to qualify themselves for thes-.' higher positions, would have a markedly beuefiei;:! efb'et upon the recruitment, of tho arm v."
