The following proposition was presented to the City Council of your City on December 2, 1907, as follows: TO THE MAYOR AND COMMON COUNCIL OF THE CITY OF RICHMOND, IND: Gentlemen: The undersigned is interested in the operation and financial success of the Municipal Light Plant in your city as is no other person or corporation, for the two evident reasons that not only are we the second largest tax-payers, but we are likewise the only competitor of said plant. That our position may in no wise be misunderstood, we at once acknowledge our desire to purchase the city's plant, provided satisfactory negotiations may be carried through. We would be willing to accept a new franchise safeguarding the city and the public as to the rates for current that may be charged in the future. Our desire to purchase is inspired by reason of the fact that under present conditions of competition this company is not, from the electric end of its plant, operating profitably, although operating, as we believe, at a lower cost than the city's plant, with r.nnrlitinns more favorable to that end. The exist
ence of more than one corporation furnishing the same public utility leads to a duplication in the development of the plants in serving the community, and prevents either plant from earning sufficient interest on its investment to justify future extensions, which would be beneficial to the city's future growth. Therefore we request and petition that for the purpose of establishing a basis for further negotiations, and arriving at an appraisement or true value of the plant, and for the further purpose of accurate knowledge on the part of the city's officers, a firm of competent chartered accountants and electric engineers, trained in Municipal investigation and satisfactory to both the city and ourselves, be retained by the city to make such examination and appraisal, and to report at the earliest opportunity. The expenses incident to the same this company agrees shall be added to any purchase price hereafter established, should we purchase. And should a sale not be consummated, we agree to reimburse the city to the amount of such expense. The Richmond Light, Heat & Power Company, George Bullock, President. On December 16th, the same was laid to one side and refused us. Now, permit us to say that if the city plant is making money, we cannot expect to buy it; if it is losing money, that fact should be a matter of common information to (ther tax payers as well as ourselves, that they may he able to enter into an intelligent discussion of the possible future sale of the city's plant. Having been refused the co-operation of the city government, we now direct the same proposal to any organization of citizens already existing or any group of tax-payers forming a self constituted committee, that if they will make a proposition to the city government asking for such an investigation and report, we stand ready as before to bear the entire expense of the same if it can be brought about. We make this offer in view of the fact that it has been openly stated in the council chamber by a member, that if such proposition came through the channels we now invoke, it would no doubt receive favorable consideration. Many people are surprised at the unusual beauty of the Christmas trees this year, they being exceptionally green in appearance and dense of foliage. The trees for the past two or three seasons have been ex-; ceptionally attractive, owing to the fact that most of those on the market i
are imported from some of the north
ern states, practically all of them
coming from Vermont, where they
grow in abundance. For many years
all trees used in this section were
gleaned from the neighboring hillsides, but this supply has about been exhausted consequently the importations from Vermont. The supply that comes from that state is much more attractive than that formerly supplied from this section, and comes nearer to meeting the demands. Vermont is noted for its evergreens, (he hilly nature of the country being especially conducive to the growth of a ehrub-like variety that makes excellent Christmas trees. The growing of this class of evergreen has become quite an industry In that state and thousands are t-ent out every year to all parts of the country. Many acres of land, almost valueless, have suddenly become valuable owing to the increasing demands for Christmas trees. The holly and mistletoe industry has also become a large one, this product being shipped throughout the United States. In New England the making of wreaths and garlands has become a lucrative occupation for the children and wives of the farmers and many families make a snug little sum for Christmas shopping money.

Vaudeville at the Phillips. Vaudeville will be resumed at the New Phillips next Monday afternoon and the management has sought to provide a week of good entertainment for the patrons of the house. The feature act will be by Anna Eva Ray a rival of Anna Eva Fay in mind reading and other acts of occult nature. Mrs. Edward Hinshaw will succeed Cal Lankert in singing the illustrated songs. Friday night Floyd Wood and Isabelle Bass will appear in anticipation of going on tie road as vaudeville performers. Saturday night it is the intention to give away a 100 piece dinner set and instead of giving souvenirs on Wednesday, uext week, the day has been changed to Thursday. The complete bill will be announced later. Repertoire at the Gennett. For the remainder of the week the following plays are announced by the Elite Players at the Gennett: Thursday night, "Mystery of Audley Court;"

The Bishop of London who made so notable a visit to this country in September is now planning to tour Russia next year and visit some chaplaincies in that country.
The centenary of Whittiers birth, will be observed at the South Eighth Street Friends' church tonight. A
very interesting program has been prepared including an illustrated address by Prof. D. W. Dennis. The usual monthly business meeting will be held at 7:15 instead of 7:30 and as important business is to be considered a full and prompt attendance is desired. The program will commence at 8 p. m. and is open to all.
