The plan is to relieves the young employes from duty for a few hours (luring the middle of the day and keep them at work later at night. This is necessary in order that the stores may take care of their night business. There has been some objection to' this, but whatever the inspector may think of the plan he can fake no action to prevent it. The objection is that the children, when they are off duty during the day remain on the streets instead of going home. The control of this feature of the child's conduct does not come within the jurisdiction of the factory inspector.
