This Among the Many Other Questions Befuddling the
Situation, Has Been Dis
cussed Much in Washington.
Washington, D. C. Dec. 14. During the last few days the president haa succeeded in clarifying the political atmosphere to an amazing degree, first by making public the text of his edict against the advocacy of his renomination by Federal officeholders, and, second, by reaffirming his declaration of three years ago that under no circumstances would he accept another nomination. But there is still one cloud on what should be a clear sky, and its presence prevents one from obtaining a clear view of what is, perhaps, the most interesting phase of the presidential situation just now. To be exact, the politicians are exceedingly curious to know whether the president ever encouraged Secretary Cortelyou to become an aspirant for the republican nomination in 190$. A report was in circulation today that at Oyster Hay last summer the president had a talk with the head of the treasury department on this subject, and, it is said. Mr. Cortelyou formed the opinion that his chief would remain neutral thereafter as hetween him and Secretary Taft. Mr. Cortelyou drew his mantle of reticence about him when he was asked to confirm this story or to supply any of the missing details. But another man prominent in public life in this city, whose name for the present must remain unrevealed, said it was capable of substantiation. The story made the rounds of high administration circles, and is understood to have reached the executive offices. Arouses Curiosity. PerhaDs it would he indelicate of
Secretary Cortelyou to talk about it, and for similar reasons the president may deem it proner not to discuss it, either In a contradictory or confirmatory war. Still, it has aroused the
curiosity of politicians and statesmen, !
who doubtless will continue to exhibit it until they are satisfied. If it is true that the president encouraged Secretary Cortelyou to hold himself in j readiness to enter the presidential list j It would be difficult to place any ere- j
dence in some of the stories that have : appeared in certain newspapers late-; ly. , ! It would seem increditable, for in- j
stance; that the president now entertained any serious objection to the Secretary's becoming a rival of Mr.
Taft and issued his notable announcement Wednesday night in order to head off a Cortelyou boom. It would be hard to believe, also, that some of the president's friends or some of the chief supporters of th3 War secretary could justly allege that, the treasury head was disloyal to his chief when he began to form his plans to go after the nomination. Many ether statements appearing in print would also seem insupportable by the truth. But. all this is in the nature of dispembling. The salient point is this: If the president ecquiesced in Mr. Cortelyou's prospective candidacy, or went so fas as to encourage him to enter the presidential field, after giving Secretary Taft a ?rood start, where does he stand now since he has voluntarily eliminated himself from further consideration? In other words: Is he for Taft or Cortelyou?

Philadelphia, Doc. M. The Pennsylvania railroad has ordered from the mills the last 15.000 tens of its 1907 steel rail allotment. As the company had no immediate use for the rails, and as it desired to make a change in its eighty-five to one hundred-pound rails, with the view of securing a rail less liable to break, the placing of this order was held in abeyance pending some change in the original specifications.

He left Chicago with his strange outlit Thursday -yernoon and expects to arrive in RiCfjnd the hitter part of next week. Clad in mountain garb with leather belt and bag and accompanied by a yellow dog, Thatcher left. San Francisco eighteen months ago. He attracted much attention in Chicago where he lectured for two weeks on good roads.

Thatcher is a civil engineer, who has given much thought to the establishment of a system of national highways. He is familiar with the Rockies and thinks a, road could be constructed through them. The scenery, he points out, would surpass that of Switzerland. He theorizes that millions of dollars now spent in Europe every summer would be kept, in America, as wealthy persons would tour their own country in automobiles if good roads existed. Thatcher prides himself on not having slept under a roof for rive years and on having not seen a human being for days at a time. He formerly was a dyspeptic and a rheumatic. Now he is vigorous and strong without an ache or a pain. He is quoted as declaring that his trip is being made sole

Chicago, Dec. 14. "If certain of a majority of proxies to be voted at the annual meeting of the Illinois Central Railroad company. I shall depose Edward H. Harriman as director," declared Stuyvesant Fish in an affidavit filed with the superior court. He also declared in the affidavit that "to everybody in the country the removal of such an individual as Harriman is shown to be, would be a welcome sign of returning morality in the management of great corporations of the country."
Terre Haute, Ind., Dec. 11. Damage suits against the DuPont Powder com-j pany are being filed daily now that the company has made known its policy to deal with the property owners only on the basis of estimates made by a board of appraisers employed
by the company. Some of the suits are for personal injuries, such as one i for $15,000 by Maude Thomas and one j for $10,000 by her mother, filed yes- j terday. Whenever a property owner has found a contractor willing to restore his house for the amount allowed by the powder company the settlement has been made, but only about half of the 275 damaged houses can be rebuilt: or repaired on such terms. In instances the amount assessed is $500 less than the contractors' estimates. At first the powder company said it would restore all the buildings, but since then it has offered cash in the
