A CURRENCY SYSTEM BASED ON BANK ASSETS. pational Banks Should Increase Emergency Circulation to 20 Per Cent of Paid Up Capital on Securities. New York, Dec. 9. Another week of gratifying recovery has been experienced, and since the panic security values show an advance of 1) points and ever on the leading Issues. Gradually, but surely the money market Is working back to normal conditions. The disposition to hoard is Abating and bank reserves are. rising, laving been materially assisted by the engagement of about $100,000,000 of gold, the bulk of which has already arrived. Fortunately our interior banks are rapidly getting over their fright now that the situation in New York i la improving, and within a few weeks money will probably be abundant and much easier than at present. Considering the lessened volume of business and the lower prices at which It is being transacted, it is evident that we are rapidly running into a condition of monetary redundancy; a fact which has been wisely recognized by the government and is reflected in its decision to modify its recent relief measures. It is now believed that Mr. Cortelyou will not issue more than $25,000,000 of Panama bonds, and that the issue of new certificates will not exceed $15,000,000, or a total of about $40,000,000 for both classes of securities, instead of $15,000,000 as originally intended. From all parts of the country there come reports of steady improvement in the money situation, and It is confidently believed that the complete resumption of specie payments Is only a matter of comparatively short period. Mills temporarily shut down owing to the monetary stringency are restarting, and merchants are conducting their operations extending into the future with visibly greater confidence than a month ago. It is not to be ex pected that business will go back to the old scale of activity and profits. Nevertheless, business conditions are generally sound; and we now see no reasons for serious apprehensions in this respect. Quite possibly some fur ther decline in the commodity markets will have to be experienced, and this will prove inconvenient to con oerns olready overextended; but no eerlous curtailment in the. consumption of the necessities of life seems proba ble, and the reaction will fall chiefly upon what may be classed as luxuries. which are largely obtained from abroad and already show a marked decline in importations. A shrinkage in imports, however, under present conditions will not be harmful, since it promises to be accompanied by free exports and will, therefore, assist us in retaining as much of the foreign told recently imported as seems desir able. We have still as a backbone an unusual degree of prosperity amongst our farm classes. Corn, cotton, and nearly all agricultural products continue to bring good prices to the grower and this, it should not be forgotten, is a strong element of support. There Is little doubt but that the strong financial ndition of our agricultural sections resulting from a long series of profitable harvests, not only had much to do with the boom which recently colllapsed, but is now protecting us from extreme effects of that collapse. Secretary Wilson estimates that our farmers produced crops this year valued at $7,412.00,000, an amount 10 per cent greater than the total for 11X.X5; 17 per cent greater than 1905; 20 per cent greater than 1904, and 57 per cent above 1S99. These records are, of course, in values and not quantities. Nevertheless, they show that the American farmer is in an exceptionally strong financial condition, and this has "Unquestionably greatly mitigated the effects of the panic. My preference is for a scientific and elastic currency system based upon bank assets, or something like the following, to provide for periods of great . money demands: Authorize national banks to increase their circulation to V called emergency circulation to tue
extent of say, 20 per cent of their paid up capital, to be issued upon approved savings bank securities, to be deposited with the controller of the currency and to be taxed to such an extent as to compel the speedy return and cancellation of such notes when the business needs no longer exist for the additional currency. In the event of congress failing to provide an elastic quality to our currency, as an alternative, I suggest the following: The government to issue emergency notes, not to exceed $100,000,000 during periods of great panics, and to banks only, to be held by them as reserve, these emergency notes to draw two per cent interest and have six months to run, subject to renewal for an additional three to six months at the discretion of the secretary of the treasury, by consent of the presideut. Such a measure of relief would work like the Bank of England's back log method. Whenever a great panic occurs in England the Bank of England is authorized to suspend its charter act, which admits of issuing Increased bank of England notes with requiring
a corresponding amount of gold to be held against same. This has always been found to end panic at once. Th9 above plan would supply what is now very much needed in our currency an automatic movement at a time when most needed. As a matter of fact. It being known that relief would be always forthcoming, would be a bar against panics occurring In this country, such as the recent one and that of 1873. when money was almost unobtainable on any terms. This plan of issuing emergency elastic national bank reserve money would remove the necessity of a central national bank, which is now being agitated to a considerable extent. Such a bank will never be acceptable to the national banks now existing, as it would riminutlze all of them. The jealousy of bank officials Mould cause them to exert their influence against such a measure meeting with' congressional favor. HENRY CLEWS. Norfolk, Va., December 9 The battleship Louisiana, the first of the Pacific-bound Atlantic fleet to arrive in Hampton Roads where all of Admiral Evans' ships will rendezvous, prepar atory to the start, December 16, on the fifteen-thousand-mile voyage to San Francisco, was joined today by the battleship New Jersey, from Boston, which was caught in the recent severe coast storm, but weathering it safely, passed Cape Henry inward-bound at 0:15 o'clock this morning. The next vessels expected are the Kansas, from Delaware breakwater; Admiral Evans' flagship, the Connecticut, and the Rhode Island from New York, the Missouri and Illinois from Boston, and the Kearsage and Georgia from League Island. YOUNG WOMEN APPLICANTS MAY BECOME EMBARRASSED WHEN THEY HAVE TO ANSWER QUESTIONS ABOUT HEART STRINGS. Richmond women who are contemplating taking the Philippine school teachers' examination at Indianapolis on December 27 to 2S, must be in love if their services are accepted sooner than all others. A notice of examination being sent out by the civil service commission to fill 300 vacancies in the island schools says that ordinary women are not desired only wives and fiances and other near relatives. "Women will not be admitted to this examination." says the notice, "except that the wives, immediate relatives or fiances of men examined at the same time for appointed to or already employed in the Philippine service maybe examined; and if they pass they will be preferred in appointments, provided the men through whom their examination is allowed, have been selected." In the case of sweethearts, some embarrassment may be involved, for the instructions continue as follows: "Each of such applicants should state definitely in her application the name, address and relationship of the person through whom the examination is claimed."
