President R. L. Kelly, of Earlham ?.s at Indianapolis, where he is attending
the meeting of the state board of ed-j
ucatlon, In session yesterday. The board adopted a resolution disapproving the general disposition to evade the law on the part of normal schools
and teachers' training schools
thrtighout the state that are seeking places on the accredited list of teachers' training colleges, a warning has been issued to the colleges that they will not be accepted under the new law unless they fully comply with it. Earlham college, which has a teachers' course, has fully complied with the new law. At its last meeting the state
board appointed committees to visit all the institutions that desire to be recognized as official teachers' training schools in Indiana. It was following the receipt of the reports of these committees that the resolution was adopted. All of the normal and teachers' training schools were visited. The rsolution adopted by the board yesterday is as follows: "The State Teachers' Training board in the discharge of its duties, desires to exercise all reasonable consideration toward institutions seeking to qualify for the work of training teachers. However, the terms of the law are explicit, and its intent clearly Is to raise the standard of teaching. The board, is, therefore, compelled to note with disapproval the disposition on the part of some schools to evade the requirements or to interppret them in a way tending to lower the quality of preparation of prospective teachers. Improvements Contemplated. ' State Librarian Demarchus C. Brown reported to the board yesterday afternoon that he had appointed Miss Bertha Carter of Plainfield to a position in the state library, and that, with his increased appropriation, he expects Jo purchase a larger number of books during the next year as well as gather more material for the library from over the state. Mr. Brown will soon present formally before the board a resolution recommending that a new
building be erected foi the State Library, and some of the other state offices. He wll ask the board to pass the resolution. The board is ignoring the resolutions forwarded by the various patriotic societies asking, that the mutilation of "The Star Spangled Banner," by omitting the verse which refers to British tyranny, in the song books, be prohibited, holding that it has no jurisdiction as the song books are purchased by the Various school corporations, locally. Yesterday afternoon commissions were issued to high schools at Morris-
town, Xoblesville, Zionsville, Connersville. Carthage, Westfield and Thorntown. The board continued its session today.

Dr. W. E. Hooven of Dayton, who is well known to hundreds of Richmond people, died suddenly at his home in Dayton Thursday evening. He wis one of the best known residents of that city. For three years, Dr. Ilooven
was medical director at the Cedar
Springs resort and was one of the principal stockholders in the company
which controlled it. Through his connection there he became well acquainid with numerous Richmond people. Presenting a picture of health, robust and happy,. he no more expected death than did the other members of
his family. Thursday morning he was taken with a spell of indigestion. !
which made him quite indisposed, but -later in the day he recovered. He ata
a hearty supper, apparently as well as usual and lay down for a nap. Speedily came the stroke which took him away and the only cause which can be assigned by Dr. Edward B. Bayliss, his son-in-laA is heart trouble. Dr. Hooven was 51 years of age. He holds a place in the history of Dayton as one of the members of the first board of public affairs, established l:i 18'JO, and it was under his superintendence that the first sanitary sewers were laid in the system which is still uncompleted. The sewers which arc being laid today are a part of the great, plan for drainage which the original board of affairs mapped out and which has met with the approval of succeeding boards. The other members of
the board with him were W. P. Huff-! man and Luther Peters. j
