Effect of Reduction of Enforced Military Service to Two Years Other News of the French Capital.
(Raoul De Saint Rene.) Paris, Nov. 30. It is to be a race between the Kaiser and President Fallieres to see who can cover the most ground travelling next year. So far it looks as if the race would go to the French President, who has laid out an itinerary which will keep him on the go for many months. He will leave this city quite early in ,ihe spring for Christtania, where he
will visit King Haakon and Queen
Maud, then he will go to Copenhagen
.to see King Frederlk, and via Stock
holm, the home of the venerable King Oscar, he will go to St. Petersburg to
call on the Czar.
After a short rest in the Palais Ely-
ees and on his country estate Presi
dent Fallieres will go south to see King
Alfonso of Spain, return to Paris in
time to receive King Edward and
Queen Alexandra, who will visit
France officially, and this will necessi
tate an official visit of President Fallieres to the English capital a month or two later. One effect of the reductions of the period of enforced military service in France to two years has been the disorganization of the military bands and may even be their total abolition. Each year the regimental band is broken up in consequence of a proportion of the instrumentalists leaving on the completion of their term of service, and, and as it is impossible to keep up a good band under these circumstances, the authorities have begun to consider the question of abolishing the bands altogether. As this proposal has, however, Aroused such an outcry among makers of musical instruments and the public generally, a section of members of parliament are to bring in a bill to offer inducements to musicians to enter military service for a longer period than two years. At Nancy a couple of young rogues have been sentenced to terms of imprisonment for a peculiarly ingenious and daring piece of roguery. A youth named Laurent had been found such handful that his parents could not manage him at all, and sent him to a severe old uncle, who promised to keep a whtphand over the boy. I Laurent had not been more than a wee kor two at his uncle's before he found that the old gentleman possessed a large sum of money at a local bank. He communicated the fact to a comrade another young scapegrace and they formed a plot to rob the avuncular relative. ' They first of all bought a false white beard, white wig, bald at the top, and a pair of spectacles. The nephew's friend then practiced himself in looking and speaking as much as possible like the uncle. M. Laurent the elder was in the habit of spending several hours every afternoon playing dominoes at a cafe In town. When all their plans were ready, the two rascals chose such an afternoon when they knew the uncle would not disturb them for several hours. Then the friend donned the wig and beard got into M. Laurent's bed, while the promising nephew hurried off to a notary and told him the uncle who was Very ill in bed. wished him to come around and draw up a power of attorney in the proper style so that the tiephew could go to the bank and get 11 the money. The notary came at once. The curtains of the bed room were drawn, aud all was in darkness, except for a dim night light. The notary saw inched, as he presumed, the dying uncle, who repeated the story of the nephew who had ushered the notary into the room. The notary told the magistrate that he had been thoroughly tanen In, and had hastened to do what was required of him, as he expected t,he "uncle," whose utterances were broken at every
moment by violent fits of coughing, might die at any moment. When the uncle came home there was no truce left of the trick that had been played. The next day the youths drew the money, but It was through the notary j meeting some one on the streets who ! knew old M. Laurent, aud asking him ! how the Invalid was, that the whole natter came out, and the pair of ; rogues were arrested at the railway i tation as they were buying tickets. !
