For the accommodation of those pa
trons of the Richmond postoffice, whose mail is so important that they watch closely, the time each mall leaves the local office, Postmaster Spekenhier has arranged a series of pouch schedules and general information for the patrons of the office. Among the various rules he has given are: 1. Mail matter should be addressed legibly and completely and should bear the return address of the sender. Ten million pieces went to the Dead Letter Office last year because these eimple Instructions were not complied with. 2. All complaints In regard to mail matter should be brought to the attention of the postmaster. Complaints in general affecting the service should likewise be addressed to ie postmaster; but when that course is manifestly
improper under the circumstances, they should be addressed to the Post
master-General, Washington, D. C.
3. For knowingly concealing or en
closing any matter of a higher class in that of a lower class, anu depositing
or causing the same to be deposited,
for conveyance by mail at a less rate than would be charged for both such
higher and lower class, the offender
will be liable to a fine of ? lO lor every such offense.
4. Matter foreign to the mails de
posited in rural letter boxes will be surrendered to the postmaster by the
rural carriers to be held for postage, and other penalties covered by the postal laws and regulations.
f. Letters should be dried before
bunching and tying, to prevent them
from adhering and being missent.
6. Tie bundles In a secure manner,

7. Bring large consignments of cat-
alocues and other mail in rear door
thereby saving time for yourself and

8. Postage stamps that are mutilat
ed or defaced in any way, cannot be
accented for postage.
9. Stamps cut or otherwise severed from postal cards, embossed United
States stamped envelopes or newspa
per wrappers, are not redeemable or
good for postage.
10. United States postage stamps
are rood for postage in Guam. Hawaii
Porto Rico and Tutuila, but not in the
Philippine islands or In the Panama
"Canal Zone." Postage stamps over
printed "Philippines" or "Canal Zone" are not good for postage or redeemable
in the United States.
Harry L. Bendel, clothing merchant of Huntington and formerly of Rich
mond, has announced that he is a can- ! didate for the republican chairman- i ship of the Eleventh congressional district. No other contestant for the honor has yet appeared in the district. ; While Mr. Bendel does not expect to win without a contest, he enters the

that position has made a record which
caused some of the older politicians
to "sit up and make a few observa
tions." During the last campaign, in which the congressional fight in that district was fought most bitterly, he

Hamilton, O., Nov. 22. On warrants procured by the Ohio Anti-Saloon league, Russell Bannon, of Pisgah; John Steinman, Mauds Station, and II. J. Master, Westchester, saloon keepers, were arraigned before Mayor King, of Oxford, accused of seJlmg intoxicants on Sunday and operating slot machines, and each was placed under $300 bond for trial, December 4. Mayor King intimates that the crusade will be extended to this city, and local saloon keepers are greatly disturbed. At the present time there is no interference with sales of Intoxicants in this city on Sunday.
