Richmond Not the Only One That May Be Embarrassed By It.

MEETING OF THE FINANCE COMMITTEE IS CALLED TO INVESTIGATE THE MATTER RATE OF INTEREST IS INDETERMINATE.

Richmond is not the only place where the effect of the depository law is felt, as the following Anderson dispatch show: Fearing serious financial embarrassment for the city, County Treasurer Oeorge Quick has consulted a number or attorneys in this city regarding the interpretation of the new depository daw, which goes into effect Dec. 1. According to the construction placed on the new law by local attorneys tho city will be placed iu an awkward financial position. Under the new cities and towns law. which has been in effect for the last year. Mr. Quick is treasurer of both tho county and city, and the taxes from both sources are turned over to him. The new depository law requires that the treasurer shall deposit daily all money paid in to him. The money belonging to the city can not be drawn out of the bank excepting when the semi-annual distribution of taxes is made. The semi-annual current expenses of the city amount to about $100,000, and the only solution of the dilemma offered is for the city to borrow until the semi-annual distribution is made. This would entail a considerable item of expense on the city government. Under the old law the money collected for taxea, was turned over to the city at the end of each month. A meeting of the finance committee, which consists of the county commissioners and the county auditor, has been called to investigate the matter. It is anticipated that each bank in the county will make application for a portion of the county funds, which are to be distributed according to the capital stock of the various banks. The city and county funds, including the school and township funds, will be deposited in the banks under the new law. Tho rate of Interest will depend on the length of time the funds are to remain with the bank.

Cold southwest winds, howled and whistled through the streets of Richmond Wednesday night, making the whole city feel uncomfortable. More than one pedestrian walked with hands in pockets and coat collar turned up shivering as the cold winds struck him. As the wind howled about the houses, causing low mournful noises, people very naturally pulled their chairs closer to the fires and shuddered while listening to the incessant tatoo of the wildly driven rain, upon the window panes. The chilly gusts wailing their mournful cry brought forcibly to the minds of many the fact that winter would soon be near. Rain blew in sheets during the greater part of the night. The winds did some damage in Richmond to the public service electrical companies, whose wires are above th? ground. The current furnishing light throughout the city, from the municipal plant wa tut off about one half hour, until repairs could be made ci the waires about the city, which had been burned in two by constant coutact with one another. The darkne.-s only tended to make conditions more dismal. Limbs of trees, fences and small out houses suffered from the strong wind. During "Wednesday A- of an inch of rain fell, while the raw, cold wind added to general discomfiture. The maximum temperature was fifty degrees and the minimum- 30.

Menzies's recent statement is a frank avowal of allegiance to Bryan. Without apologizing for having disagreed with Bryan on certain minor matters in the past, he asserts that the position taken by Bryan on the important issues of the day is so sound and logical that every democrat, regardless of the past, should support him. Friends Start Shively. Benjamin F. Shively's boom appears to have been sprung by some of the "original" Bryan men who fought side by side with him in 18JKJ. Several local democrats were saying yesterday that they had it from reliable sources that Mr. Shively's name would be placed before the state convention. He would probably not make an aggressive fight, they Baid, but wouM assume a receptive attitude and depend upon his strong hold on the democratic masses and his record to win him the

nomination.
