Eight Hundred Horses Enter--1 Washington, Nov. 16. With the track of the Washington Jockey club in the best of condition, with entries from stables whose total of 800 horses have overtaxed the stall accommodations of the grounds, and under conditions which augur well for the success of the meeting, autumn racing on the Penning course was ushered in today.

The moat recent work from the press of the Garfield school, is a discipline prepared to further enlighten patrons on the principles on which the school as a whole is run. The little disciplines are published each term and distributed among fathers alkd mothers of the children. Some of the points in the most recent issue are: School discipline exists for the pupil and not for the school. While it is necessary that pupils be subject to certain rules and requirements in ord er that the regular work of Instruction may go on, it is much more necessary that they be required to conform in order that they may acquire the habit of obedience to the rules of society. From this point of view school discipline becomes of the greatest importance, for by means of it the pupil receives the most valuable training in civic duties that the scnool can offer hir.i. Since it is not slavish obedience but enlightened co-operation that marks the best citizenship in a republic, school discipline must aim at salf-di-rection on the part of the pupil and must leave to him as much liberty as is possible in connection with good work. But it must also be kept in mind that the fullest liberty is possible only in an orderly community, and that order is possible only when there is obedience. Hence in school discipline there must be insistence upon the rules decided upon as necessary for the school. In fact it Is probably the weakest point of American training that laws are regarded too highly. The aim at Garfield is to leave the largest possible choice to pupils in the uiatter of conduct, but to insist on obedience in essentials. Naturally iiany mistakes result but the aim is as stated. Fairly good order which comes from the co-operation of pupils Is better than any that may result from the enforcement of numerous petty .egulations. Since the ordinary gatherings of citizens are conducted without formal movements by marching, etc., these aave been left out of school movements. Pupils pass from room to room and into the building and out again in the same informal, way that people gather into churches, theatres. tc. One accustomed to the formal narching found advisable in primary 'grades and formerly so common in all grades might be Inclined to criticise tae seeming confusion which results. But closer study shows that there is more opportunity for obedience to the
spirit of the law without the formal movements than with them. Naturally the absence pf repression and direction at all possible times itseized upon by some pupils as an apportunity for misbehavior, for not all
boys and girls are thoughtful in such matters. For those who abuse thenprivileges the teachers are ready with a word of advice, and pupils who are
frequently remiss are given special instruction in the principal's office. Finally, there is no hesitation In saying to a boy who deliberately interferes with the work of the school, "You must." "In case of continued carelessness as to conduct, parents are notified and are sometimes requested to come to school for consultation. The object is

"There is no boast as to the results of these plans, but patrons and friends of the school are invited to visit aui investigate what is being done."

The Walsh Trial Interrupted. Chicago, Nov. 16. A long-drawn-out argument between opposing counsel, and in which the court took part from time to time over what is regarded as practically a plea for immunity because the books of the defendant have been used In the federal grand Jury investigation of his affairs, consumed the afternoon session of court yesterday in the trial of John R. Walsh on a charge of having misappropriated funds of the bank with which he was associated. The question of immunity was not settled when adjournment until Monday morning was taken, Judge Anderson announcing that he would reserve his decision until later.

i The Ax Loses a Victim. j Dortmund, Germany, Nov. 16. The ' beheading of Kurzschut, convicted of the murder of a mine foreman on account of a wage dispute, was stopped yesterday by a reprieve within about a quarter of a minute of the time when the ax would have fallen. The order was issued on the testimony of medical experts who questioned the sanity of the condemned man.

Two Killed by Cars. j Greencastle, Ind., Not. 16. Harry ' Waters, forty-five years old, and his boh, Walter Waters, aged twenty-two. living seven miles east of this city, were struck by the fast mail on the Vandalia and Instantly killed at the village of Almeda, two miles east of
