BALDWIN LOST HIS PLACE AS HEAD OF FIRE DEPARTMENT

Mayor Guthrie, Muncie, Heeds The Request of His Constit-i uents and Reappointed Cas ey to This Position. INDIGNATION MEETING HELD MONDAY NIGHT. Question of Impeaching Guthrie Was Referred to the Council as a Whole Goddard Fire Started Trouble. The fight at Muncie to secure the im-

containing the names of 930 representative citizens of Muncie demanding the official head of Mayor Lon A. Guthrie. The citizens allege that Mayor Guthrie has played petty politics instead of working for the interest of the people, and they charge him with gross neglect of official duties and accuse him of fncompetency. The sentiment against Mayor Guthrie reached a climax on last Friday when the Goddard wholesale grocery building burned, resulting in damage estimated at $200,hA). That the damage was so heavy, it is alleged, was due to the gross inefficiency of Paul Kerien, acting fire

chief, appointed Dy Mayor uuume. n,have the same dumped into the local was not until Kerien was deposed and ; Dostoffice''"

John Casey, ex-cnier, wno was dismissed from the service for political reasons, that the fire control. Kerien resigned was gotten under last Friday night and Oilie Baldwin was appointed asi fire chief. Baldwin was dismissed by (the mayor Monday and ex-Chief John Casey was reinstated. Nearly a thousand people crowded into the court room to witness the proceedings Monday night. The events ! of the past few days in connection with the fire department muddle had wrought the people up to such a statethat a squad of police was detailed to keep order in the room. A large number of the citizens believed that the mayor would be ousted from office on the epur of the moment, and they were hardly satisfied when it was announced that the petitions were refer red to the council as a whole, all to be considered at a later date. Monday afternoon a committee from the Muncie Commercial club conferred with Mayor Guthrie and asked him to reinstate John E. Casey as chief of the fire department. It was set out by this committee that the department has been disrupted by political influences wielded by the mayor and his friends. The mayor seeing the pub - lie interest had been aroused in the matter, conceded the point, and Casey was named to succeed Ollie E. Baldwin, who was appointed chief last Friday night. At the close of the meeting Mayor Guthrie was called upon for a speech. He said it was nght tor tne voters to take an interest in the administration of affairs, and gave the crowd assur ance that Casey will have full control of the department. ' See the Universal Bread Maker at Jones Hardwar Co., all this week. DIFFERENCE FOUND IN REFERENCE TO THE PARCELS POST (Continued From Page One.) would utterly ruin a community, would deprive it of the only thing which gave it any individuality, and would cause people to move to town. But the contrary has proven true, the educational system of the state has been improved, and the benefits to each community have multiplied. Although fhere is a very heavy mall order business being done in this vicinity Mr. Gordon said that there was another reason for that condition entirely apart from the postal service, but which could not be discussed at that time. Report of the Committee. In speaking of the bill, the committee said: "We consider the proposed bill as a whole a master stroke in favor of the catalogue house and the most deceptive piece of proposed legislation that ha? vet hppn rirpspntpri Wa rnn sider it "as an entering incision into our ranks, and at once would be taken advantage of at first opportunity by the mail order house, to bring Into full action the entire Infamous scheme of & c.cij '' u cj iu ccij uuufv auu turner ui me United States ii - i , . . ,C uyyuse me piupused legislation on the grounds that we as retailers, are unable to appreciate the value of Von Meyer's statement that the rural route parcels post will ue a uooa 19 tne rurax population ana a distinct advantage for the local storekeeper; that the farmer can stay at home and telephone for his goods and the dealer can for five eents for. l... t . . i..e nrst pound and two cents for each aaamoMi jwund, up to eieven pounds

If the protailer is maintained and where 16 the man who wishes to tee it lessened lt depends absolutely on the heart to heart, face to face, hand to hand, over the counter transaction between the retailer and the customer.' The committee further stated that the lawwould play ino the hands of the mail order houses as they depended solely upon the mails to do their business, while the local retail dealer did not. "What is to hinder the catalogue house from sending by express into the city of Richmond,' says the report, "a number of packages all wrapped up with the proper postage attached and addressed to various rural routes and Question as to Rates. "Mr. Von Meyer figures out that the catalogue house would have to pay 12 cents per pound of $12 per hundred to deliver one hundred pounds to various residents on the rural routes, when the truth of the statement is the express company would bring it to the city from Chicago, the hotbed of such houses, for and were it in one pound packages thero would be one hundred of them at the rural rate of five cents, thus making for the one hundred pounds, which Von Meyer says will cost them ?12.X." The report of the committee then went on to enlarge on the subject of j rates, and attempted to show that the I rates by the mode of procedure would ! always be less than that estimated by 1 the postmaster general of the United j States. The committee opposed the "state- , ment of Von Meyer, which said that , the local dealer could become an agent for materials not carried in stock. If this is true, said the report, then the , mail order houses could also establish ! mailing stations and maintain them at a profit if the local dealer could do so. : Further it said that the parcels post ' was "very little advantage to the local ; merchant," and will aid the catalogue ; houses to drain the territory which j does not belone to them. An appeal was struck when the committee said, "We say the catalogue house has no right to claim one resi- , dent of Richmond that has the weifare , of the city at heart and on(J wlth any ! self pridei will live and move and faave his being among us, and not run to these places and spend the money he makes off us. We are opposed to any legislation whatever that tends to curtail the business of the local merchant or open up new avenues of cut throat competition, or works a decided disadvantage on that community at large." The communication was signed by R. B. Jones, H. C. Hascmeier and O. P. Nusbaum. DRUNKENNESS A Curable Disease Eminent Physicians and Scientific Men Agree That It Should Be Treated As Such.
