Man Accused of Complicity in Goebel Murder Goes on Trial Monday.
IN JAIL FOR SEVEN YEARS.
HE HAS BEEN TRIED THREE TIMES AND ONCE SENTENCED TO DEATH CASE COMES UP AT GEORGETOWN, KY.
Georgetown, Ky., Nov. 9. Caleb Powers, republican secretary of ftate under Governor S. Taylor, in jail for the last seven years on the charge of complicity in the murder of Governor William Goebel, ami tried three times on that charge, will face his fourth trial here Monday before Judge James H. Morris. The presiding judge was appointed by the Democratic gov-1 ernor, Reckman, to try the case. The Powers case has long attracted ' national interest and the fact that Augustus Willson, elected governor Tuesday, is the first republican governor of the state since Taylor was de-,
posed and Goebel murdered, has added to the interest. Powers believes that he will be treed. When Taylor was sworn in as governor of Kentucky, in 1900, Powers was his secretary of state. William Goebel, Covington, Ky., democratic nominee, contested the election and the democratic house of representatives declared him elected. On his way to the capital he was shot to death from ambush, tbe shot coming from the office of the secretary of state. Two Sent Up for Life.
Jim Howard and Charles Youtsey, both republican mountaineers, are ser-,
ving life sentences for the murder. Governor Taylor went to Indianapolis where he has since remained. Powers was arrested on the charge of inciting Howard and Youtsey to the crime. He has always been tried by judges appointed by Governor Beckham, who was Goebel's lieutenant-governor and who succeeded him as governor. Powers has been convicted three times of the crime and was once sen
tenced to death. On all three occasions the verdict was reversed bv a democratic court of appeals. j During his recent campaign for of- : fice, Governor-elect Wilson declared he would see that Powers got a fair trial, but that he would not pardon ! him if he was convicted after a fair trial. Wilson also declared he would
bring Taylor back from Indiana for trial and see that he got a fair trial.

Officers of the Grand I.odge, I. O. O. P., say that the new fourteen-story building of their order, now being erected at Washington and Pennsylvania streets. Indianapolis, will be under roof before bad weather stops operations. Work can then be carried on inside throughout the winter. The steel superstructure will be completed, it is thought, by December 13. Occupancy of the ground floor storerooms is desired by March 1. The corner stone of the new building will be laid November 21.

London, Nov. !). The birthday of King Edward, who was born November 5, 1841, was observed today throughout th.e British empire with the customary military and naval salutes and displays. Ills majesty is celebrating the event at Sandringham, where the King and Queen of Spain and Queen of Norway, in addition to many other members of the British royal family, are staying. The morning was occupied in receiving an immense number of congratulatory telegrams, letters and presents from all parts of the world, one of the most notable events being the presentation to the king of the Cullinan diamond, the largest known, estimated to be worth $7."0,000 and given to "his majesty by the legislative assembly of the Transvaal as a token of the loyalty of the people of that colony and in commemoration of the grant of a responsible government to the Transvaal.
