STATE OFFICIALS ARE OUT.
ACTION IS BROUGHT ON BY THE
MINNESOTA SHIPPER &. RECOV ERERS' ASSOCIATION WILL
BRING SUITS.
St. Paul, Sept. 14 Minnesota Is to be the center of a conflict between the
state and federal courts over the ques
tlon of railroad rate regulation, like
the recent episode in North Carolina
In this instance the state officials will not be parties to the trouble, be
cause they are resting under lnjunc
tion.
The movement comes from the Min
nesota Shippers & Receivers Associa
tion. Members of that body have all
received letters from headquarters
asking if they will do their part in the cominer campaign. Several have
already replied and declared them
selves willing to act.
The program Is to lay complaint be-
for the country attorneys all over the
state against the highest railway of
ficials for violation of the commodity
rate law. Under that law each offi
cial found guilty of refung to adopt
the rates provided is liable to impris
onment in the county jail for not more than 90 days, without the option of a
fine. Indictment is not necessary.
The railroads are bound by -Judge Lochren's restraining order not to obey the commodity rate law. They
will bring this up as a defense, and
there the question of conflicting juris
diction will arise. The program calls for bringing several suits, both in Hennepin and Ramsey counties, and
naming the president of the head traf
fic officials of each road as parties de
fendant. The suit will affect rates on
grain, lumber, coal and live stock. . - NEW METHODIST BODY
WILL HOLD MEETING
Gathering of Interest in Lon don, September 17.
UNION OF DENOMINATIONS.
London, Sept. 14 On September
17th there will be held, in City Road
Chapel, London, the first general meeting of a new Methodist body
formed from the union of the Method
ist New Connection, the United Meth
odist Free Churches, and the Bible Christian Churches of England. The
name for the new denomination thus
created will be the United Methodist
Church.
The denomination will have about 200,000 members of whom 46,700 will come from the New Connection Church, 103,000 from the United Free Methodists, and 34,500 from the Bible Christians. The movement t, looking toward the union of these boSles has
been in progress for several years, and the plan of union which is to find its culmination in next month's meeting is the work of a joint commission rep
resenting the three.

Buffalo, Sept. 14. Of the forty-seven steel steamers built on the Great Lakes during the past fiscal year, the American Shipbuilding Co. constructed by far the most. The total output of steel merchant vessels in the country last year was greater than ever before. One hundred and twenty-two such ships were turned out with a tonnage of 300.GC,". The forty-seven ships in the lake region had a tonnage of 2:S,713, which was two-thirds of the total. As far as numbers are concerned work was more evenly distributed among the shipyards of the seaboard and of the Great Lakes than for some years. The outstanding feature of the lake shipping industry is the enlarged size of the boats. Fifteen of the ships built last year were over 7oo tons each, an increase of 2.O0O tons over the largest ship of 1W5. A few years before the
3,000 ton ship was considered the limit for this service. The new boats com
pare favorably with the trans-oceanic
freight boats in size, though of much different shape, the lake boats being limited to a depth of about twenty feet.
This is due to the shallowness of the ports of the lakes, especially Lake Erie and because of the shifting sandbars.

PLAN TO REORGANIZE THE COASTJRTILLERY
It Is Presented by Brig. Gen.
Arthur Murray.
NEW DIVISIONS NEEDED.
Washington, Sept. 14. As a neces
sary step toward improving the efficiency of the coast artillery service.
Brig: Gen. Arthur Murray, chief of artillery, has prepared and submitted to Secretary Taft a comprehensive scheme for the reorganization of that arm of the service along modern lines. Particularly is it the case that with the rapid Increase in the coast artillery forces, and the completion and manning of new batteries and posts, has come a pressing need of a division of the administrative work. Gen. Murray has recommended that in addition
there should be created several divis
ion or department headquarters geographically distributed along the seacoast of this country, and including the insular possessions, where the great part of the military business relating to the coast artillery can be car
ried on without reference to Washing
ton, except In cases of great importance.
