MUNICIPAL PLANT ONE OF THE BEST III THIS COUNTRY
Board of Works Makes Report To Council on the Improvements That Have Been Made on Lighting Concern. THE TOTAL EXPENDED IS CLOSE TO$30,000. Report Was Favorably Received and the Republican Council Extended Democratic Board a Vote of Thanks. Work of increasing the capacity and improving the Municipal lighting and power plant has been completed and the plant is now one of the best equipped municipal plants in the country. The actual cost of these improvements and the fee to the consulting engineer amounted to $li!.347.44. The board of public works submitted to council Monday evening a detailed account of the Improvements made at the plant and the report was highly acceptable to the councilmen. in fact those who attended the meeting witnessed the unusual spectacle of a republican coun cil extending to a democratic board a vote of thanks for the work it ac complished. Councilman Englebert stated that there is a very large number of people in this city who have no idea of the condition of the municipal plant and that as an "eye opener' 'he thought it would be wise to have a "house warming" at the plant so that the citizens could inspect it. Mr. Merrill stated that he had thought of this, but had decided it better to delay the "house warming" until the weather became a little cooler. Following Is the report submitted by the board to council: Report of the Board. The undersigned, members of the board of public works of the city of Richmond, beg leave to submit to your honorable body the following report on the completion and successful installation of the new electrical unjt and the other machinery and apparatus comprising the additions and extensions of the Municipal light and power plant, as heretofore authorized by council and provided for by contracts made by their predecessors, the former board of public works. The necessity for this enlargement and Improvement was formally and clearly pointed out to council in a report of said board made December 11, 1905. And said report, after showing the steady and rapid growth of business at the Municipal plant, and that there was a prospect of a dangerous overload in the then, near future, recommended that a new unit of from 500 to 7ro K. W. capacity be purchased by the city. After hearing said report, the common council on the same date, December 11th, 1D0.1, passed a resolution authorizing the board of public works to employ an expert engineer for the purpose of carrying forward the work of selecting, erecting and equipping the necessary additional facilities at the Municipal plant to meet the demands of the growing business. In pursuance of this, the board took the whole matter up with the electrical engineering firm of C. E. Mead & Co., of Dayton. Ohio, and after carefully investigating the comparative merits of different types of engines, etc., the board let contracts to various steam and electric power companies for the different classes of said work, said contracts all bearing date of June 23rd, loot?. The council had in the meantime. June 10th. 1000, passed an appropriation of $.ir.O0O.OO, the approximate cost of the improvement. The present board took up this work "in the middle of things" September 1, 19or. and with the help of Superintendent Rogers, and under the advice of Consulting Engineers, have carried it forward to completion. We have installed the following steam and electrical machinery and apparatus, constructed the foundation of the turbine, contracted the pipe work required in connecting the various parts, the pipe covering and the wiring and other work not covered by contract, the cost of the same being as follows: POO K. P. 4.10O.O0 Wheeler condensing engine. . 1,775.X Roney automatic stoker .... 1 .550.00 Pipe, pipe work and covering 2,520.07 Wire and wiring .35S.47 Miscellaneous expenses 102.0 1 Total cost of unit proper . . $28,631 .5 Commission of 2'i per cent to consulting engineer .... 715.70 Total cost of unit $20,347.44 It will be noted that nearly $o.o.h of the appropriation was not expended, and we desire to call attention to the further fact that no bonds have been Issued to pay for this equipment, as was expected, but that by funding $20,000 of outstanding obligations, that came due, the city waf able to pay the whole cost of it out of current receipts, the profits from the Municipal light plant contributing largely to this result. It may also be said In passing that these $20,000 of funding bonds bearing Interest at only 3Vi per cent, were sold at a small premium. At the time the former board rec-
ommended this additional equipment, December 11th, 1005, the city plant had 1,300 consumers, with an average monthly income of $4f4f.O, and an average monthly expense of $2,023. The plant now has over 1.90O consumers, with an average monthly Income of $6,205, and an average monthly expense of $3.05. Thi3 shows an increase in monthly receipts of over per cent in a year and a half, and an Increase in monthly expense of about 56 per cent, the same period, which shows that the ratio of profit increases faster than the volume of business. These figures not only vindicate the wisdom of the former board and council in anticipating the growth of
the plant, but they also serve to indi cate the present management of this the only property of the city that is a source of revnue. Almost the only factor in our civic life that comes to the relief of the always overburdened taxpayer. The funeral of Branson L. Harris who died Friday will take place Wednesday afternoon at two o'clock. .Rev. M. V. Foster and Rev. C. Franklin will officiate. This South American Giant Is the Biggest Bug In tive World. To the Hercules beetle, a giant among insects, which is found in certain portions of Central and South America as well as in the island of Dominica, out of the British West Indies, belongs thedistinction of being the biggest bug in the world. In appearance this creature is anything but prepossessing nn? looks as if it belonged with piuV. snakes, purple spiders and other crea tures of the Imagination. It is a common trait of tourists anl trai elers to make little of anything seen in foreign lands, especially in the little West Indian islands, and to declare that similar things of vastly greater size or better quality occur In "God's country." When they run across the Hercules beetle, however, they are obliged to acknowledge them selves leaten. Although so formidable in appearance, this insect is perfectly harmless It lives in the heavy forests and feeu on the sweetish sap or gum of native trees. The larva, or grub, is about four Inches long and as thick as a man's thumb and looks like a huge white maggot. It is considered a delicacy by the native negroes and caribs. who roast it in hot nshes nnd say that it tastes like roasted nuts. Clumsy iu appearance, the Ilereules beetle possesses great powers of flight, and In the outlying villages it Is not uncommon for one of these huge creatures to enter the native houses, being 8tractetl thereto by the lights. The Invariable result is a prompt extinguish ing of the candle by the wind created by the beetle's buzzing wings, accompanied by screams from the Inmates of the house, who imagine a jumbie. or evil spirt, has invaded their dwelling. A popular belief among the natives is that the Hercules beetle saws oil limbs of trees by grnsplng them between the two hornlike appendages and flying round and round. Thi3 is a manifest impossibility, as the Insect has but little power in the horns, and. moreover, the uprer one is lined -with a soft, velvety hair, which would be rubbed o3f at once by any friction. A passenger train crashed into a wrecked freight on the Pennsylvania near Kittanning at noon. . Six are known to be dead, twenty are injured several of whom will die. M. H. Irwin, passenger engineer is the only one among the dead so far identified. The freight broka in two and the cars piled on the passenger track. The warning was too late for the passenger train. T HIS BACK ON INDIANA Novelist Has Acquired a Residence in Paris. HOME ON ISLAND OF CAPRI. New York, Aug. 6. Booth Tarkington, the Indiana novelist, arrived Mon day on the steamship New Amsterdam of the Holland-American line. He was accompanied by Mrs. Tarklngton and his daughter, Ixmise Laurelton Tarkington, 17 months of age, who is now taking her first view of American life. The Tarkingtons have renounced America and turned their backs on "dear old Indianapolis and Hoosierdora." This was verified in an Interview with thea uthor immediately after he set foot on his native soil. He has acquired a residence in Paris, where he has been for the past two years, and is row a full-fledged Parisian. He has also purchased a home on the island of Capri off the coast of Italy. The street will be completely overhauled at the' expense of the street car company.
