AN OFFICER INTERFERED
On the complaint of neighbors Officer Brown at 3:30 o'clock In the morning held up Mrs. Mooney, an aged woman residing on South Eleventh
street, as she was taking a wheelbar row load of wood to her home. Mrs
Mooney had been making herself free
with lumber at a house which is be ing built on South Fifteenth street.
The racket made by the wheelbarrow as Mrs. Mooney carted load after
load to her home kept the neighbors
awake. Finally Officer Brown was appealed to and he told Mrs. Mooney
that she must quit work at such an unearthly hour in the morning. The
old woman stated that she had been
told she could help herself to the lumber. It Is thought that, she is men
tally unballanced. Her neighbors
state that they have been having con
lderable trouble in preventing her
from helping herself to flowers in
their gardens.

brarians. and spoke on "The Develop
ment of Public Charities in Indiana." He said that the state's charities include the entire scope, from the care of the orphan to the treatment of the Insane, from the oversight of the truant to the custody of the prisoner in the state prison. All of this, he said, is public charity. The official care of the poor goes back to 17!.", when they were "farmed out" to bidders for their labor. "Altogether, when the institutions proposed are completed." said Mr. Butler, "our state will have seventeen state institutions for the education, training, treatment or custody of unfortunates. In general, they are well j
planned, well managed and doing a
good work. "Our people can be well satisfied with the standing of our system of public charities."
. (Winona Assembly Review.) Prof. Harlow Lindley, professor of history in Earlham college, was the lecturer at the library school yesterday. He has recently been appointed keeper of Indiana archives in the state library at Indianapolis. Prof. Lindley is an enthusiast on history and he was one of the Richmond professors
who succeeded In raising the necessary funds to establish a Carnegie library at Earlham college. For the last four years Mr. Lindley has sent some one to the Winona library school
to train for assistant librarian at Earlham college.

slipped and broke her right limb below
the knee. She was In a picnic party
which was located near the stream
Several persons had preceded her and there seemed to be little danger. She was taken out of the water suffering in
tense pain. Later she was brought to
Richmond and was taken to the home of Jesse McCullough. and still later
was sent to her home in Indianapolis

WHELAN RESIGNS AS AGENT Has Served the Big Four Faithfully for A Long Time. Cambridge City, Ind., Aug. 1 Elmer E. Whelan, who has been agent at this station for the Big Four for several years past, has resigned and is succeeded by James Whittaker, of Connersvllle. Mr. Whelan has been a very faithful agent, serving well the company and the public. The Big Four officials were reluctant to have him go, but Mr. Whelan d' not feel that the salary was sufficient according to the vast amount of work. His plans for the future are not known.

MILLINERY FIRM IS DISSOLVED. Eaton, O., Aug. 1. The millinery firm of Taylor and Campbell . has by mutual consent been dissolved, Miss Taylor buying out the interests of her partner.

BASS LAKE IMPROVEMENT. Plans Are on Foot to Better the Sandy Roads. Under the new road law passed by the legislature, it is understood that plans are afoot to improve the sandy roads at Bass Lake for the many Indiana people who spent a few days each year at the summer resort.
FRED HAMILTON IS FINED. Changed His Plea From Not Guilty to That of Guilty. Fred Hamilton was fined ?1 and costs for exceeding the speed limit in an automobile. Wednesday Hamilton entered a plea of not guilty but later changed his plea to guilty.

gressman James E. Watson, of Indiana, on the subject, "The Fatherhood of God and the Brotherhood of Man." In speaking of the reform measures
instituted in the United States. Mr. Watson said: "The reform movement is not against wealth, but against the abuse of wealth." Later on Mr. Watson said: "Mr. Daniel Reid, the steel king, once said to me 'If I could give away every cent I have except $25,000 and move back to the old farm in Wayne county, out in Indiana, nothing would please me better or give me more happiness.' So we find that man Is happiest for what he Is rather than for what he has."
Charles Thornton, colored, a "trucker" at the Pennsylvania freight house was Wednesday afternoon, late, found lying at the roadside near Newman's Hill, frothing at the mouth and
suffering intense agony. The find attracted considerable attention and
alarm spread over the community when it was reported that the man
was mad and suffering from hydro
phobia, caused by a dog bite. It too
was rumored that he had made an attempt to commit suicide, but this the
ory is not countenanced by attending
physicians. Thornton had been work
ing in his garden and it is supposed
he became over heated, and later
when he ate something that did not agree with him, became violently sick. The man himself claimed he was drunk but no liquor fumes were detected on his breath.
