Rural mill carriers out of Richmond are now satisfied and their cup of happiness Is bubbling over, all caused by the mo3t recent order received at the local office, stating that hereafter the rural carriers who handle
more than five thousand pieces of j mail per month, shall not be required j
to count the same and keep tabulated
records. This order will exempt ev- i
ery carrier on the rural route force,
all of them carrying more than the j stipulated amount. The only records j
which the rural carriers will be fore
ed to keep In the future will be those of the money orders, stamps and stamped paper sold. The counting of the mail delivered on their respective routes has always been a tedious task, for the carriers,
as it required much time, which can
now be devoted to other duties. The

All Others Protected. "There is not a section of the c'.ty
without ample fire protection, with the
one exception, and that is the AVet Side. The city officials should, to my
notion, take it upon themselves to pro
tect property owners on the West Sid?, as that section of the city is growing at a more rapid rate than any oth?', and prospective property owners there
should have some assurance that their
properties will be protected. As it is
at the present time, a man going to the
West Side and building, takes all the
risks In his own hands. The city could secure no more valuable acqui
sition to its property, than a hose
house on the West Side, and could take
no better step for promoting the wel
fare of the city. It is highly probable
that the improvement and civic leagues of the West Side will take up the matter more forcibly than they ever have in the past and push It to a climax. Pressure will be broaght to bear upon the board of works and common council for the realization of a hose house on the West Side." When approached on the subject. C. W. Merrill, president of the board of public works, stated that as yet the present board had not been asked to take up the matter of locating a hose house on the West Side and certainly would not take the matter up until it was laid before them. Residents west of the river probably will present a petition to the board of works and council before many weeks elapse, asking for the location of a hose company in that section. The residents would have the hose house located in a central portion of the territory so that the department would hare comparatively short runs to either West-Richmond

tor of the Friends' church at Kokomo, is president of the organization, and Prof. Albert Brown, president of Wilmington College, is secretary. The latter has prepared the program which promises to be an interesting one. A new feature of the program is the arrangement whereby ministers representing the Disciples of Christ, the Presbyterian, Methodist Episcopal and Friends' denominations, will give their views on "Church Evangelism." The Rev. Allan D. Phillputt, of the Central Christian church, Indianapolis; the Rev. Joshua Stansfield, of the Meridian Street M. E. church, and the Rev. Frank O. Ballard of th Memorial Presbyterian, all of Indianapolis, and President Robert Lincoln Kelly, of Earlham College, have been chosen to speak on this subject. Heretofore the program has been confined altogether to the Friends. The delegates and visitors will, spend Sunday, July 27, at the Indiana -Boys' School.

"So when Mr. McGowan wanted us to take verbal promises that he would not take away our transferi we
