WHAT IS THE SOIL?
Extant of This Pr.cioua but Limited Surface Material. If you were asked to name the most Important of mineral substances, you would doubtless hesitate for a moment and weigh the respective merits of coal. Iron and the precious metals. Only after some consideration probably would It occur to you that these highly useful substances have Insignificant value as compared with that familiar mixture of ground up minerals which we call the soil. Man could make shift to live and even In a measure to progress without glass or cement or metals, but his very life depends upon the little film of triturated rock that is spread over the surface of the globe in the form of earth. The constituents of this are metamorphosed into the substance of plants and ultimately into the tissues of man himself. . Properly to understand the matter, however, it must be comprehended that the soil is no Important part of the earth's structure, except from a utrictly human standpoint. At best It Is only a little film of material frayed off from the jacket called the earth's crust. To a giant of such size that ' the earth were to him what an apple Is to us the soli would be no more than the bloom on the peach. With his handkerchief he could wipe off the films of water that we cait oceans, lilce so much dew. and polish off the soli ns we rub the bloom from an apple, clear down to the rock foundations, without chnns?In? appreciably the size or the weight of his toy. To scrape awny the entire crust of the earth (so far as known to us) would le but to remove an Infinitesimal shell, and the total bulk of air and oceans aggregates only 7 per cent of that shell. Yet the oceans cover three-fifths of the earth's surface and. as measured in human terms, are some miles in depth. How. then, shall we estimate the insignificance of that little powdering of soil, only a few feet In thickness, that Is dusted over the' remaining two-fifths of the earth's crust. Appleton's. When a gentle hum of conversation and light laughter floats down from the ladies' gallery members look up and see through the Interstices of the heavy grating delicate tints of soft fabrics, the bloom of a fair cheek or the gleam of a bare white arm. Amusement and curiosity, of course, bring the Indies to the house of commons, but these cannot be the only motives. The fnlr visitors would hardly trouble to array themselves in such ravishing evening toilets merely to Bit in the gallery, that ill lighted deu where dresses are not seen to advantage. Xo doubt it was with a view to the prevention of flirting that the rule was laid down that if a member desires to converse with a lady in the gallery he may do so for five minutes only. Members, especially the young and impressionable, make frequent visits to the cage. Of course it is for the purpose of pointing out the celebrities on the benches below. But If in doing so he should exceed five minutes the gallery attendant is empowered to call his alteutiou, cour teously, but firmly, to the fact that he has outstayed his limit. It is to be feared that this official, in evening dress, with a chain and badge, often Interrupts, by his "Time's up, sir!" whisperings of 6oft nothings iu the ladies gallery, or the "flirting lobby," as It has been nicknamed. In chapter 4 old Sol Oillis is explaining to hl nephew Walter why the shop must be closed and the busi ness abandoned. i "You see. Walter." said he, "in truth this business is merely a habit with me. I am so accustomed to the habit that I could hardly live if I relinquished It, but there's nothing doing, nothing doing." ORDINANCE NO. 100-1907.
An ordinance, declaring the FifttH Ward of the City of Richmond, Indiana, to be a residence portion of said City, and prohibiting the sale of any and all intoxicating liquors in- said ward to be drank upon the premises when sold. Section 1. Be it ordained by the Common Council of t&? City of Richmond, that the Fifth ward of the said City of Richmond is hereby declared to be a residence portion of said City, and the barter and sale of intoxicating liquors of every kind and character, to be used as a beverage, and to be drank on the premises where sold, in said ward, is hereby prohibited in said ward. And it Is hereby declared to be unlawful for any person to barter or sell in said ward, any intoxicating liquor to be used as a beverage and to be drank upon the premises when bartered or sold in said ward: And every person violating the provisions of this ordinance shall forfeit and pay to said City of Richmond the sum of $50.00 for each and every day such person shall barter or sell Intoxicating liquor of any kind or character in said ward, contrary to the provisions of this ordinance. And the Treasurer of said City Is hereby ordered and directed not to receive from any person any money as a license fee for the sale of intoxicating liquors in said ward. And the Controller of said City is hereby ordered and directed not to issue any license to any person to barter or sell intoxicating liquor In said ward. Section 2. This ordinance shall be in force and effect from and after its passage, and publication as required by law.
