PLEADS FOR SHIP SUBSIDY.

New York, July 10 Charles M. Schwab has 'voiced his belief that j there will be .no. war between the I United States and Japan despite the proposed sending" of an "American fleet of nineteen battle ships into Pa"cific waters. As president of the .great Bethlehem steel plant and mak'er of armor plate ant guns, his declaration is of the most important in the question of American display in Pacific waters. Mr. Schwab made the positive statement that the'United States can build five battle ships to Japan's one, and that in the event of war between this country and" Japan the' United States would be able 'to 'build and equip war vessels of ' air 'descriptions in faster ;time than any other country In the world, England " and Fermany nor excepted. Yet, in almost the same breath, while breathing optimistic conviction "regarding the potentialities of the United States in war time. Mr. Schwab was equally emphatic in the declaration that without a ship subsidy the building of American war

vessels ana a mercantile marine will soon be abandoned by every private ; corporation in the country. He made the definite announcement J that under no circumstances would he bid again for the construction of American battle ships under present conditions. He said the great shipbuilding plant of the Union Iron works at San Francisco was for sale to the government.

intendent Miller of the Western Union

Telegraph company, to meet a committee of the striking operators, President Small of the Telegrapher's union

will leave today for the East, where he will call a strike, evidently at Chicago

and other Eastern cities.

Mr. Miller refused to let the com

mittee enter his office, but sent them a note stating that he would meet them

as individuals if they sought reinstate

ment, but would meet no union man as such. President Small of the telegraphers, much disappointed at the failure of a peace conference, Issued the following statement: "I feel absolved from further responsibility, inasmuch as I have made every effort, before and after the strike 1

occurred, to bring about a conference. In the future we will have to pay less attention to the feelings of the opposition and public opinion and carry on our fight with more determination and with the one object In view of crippling the enemy until they are willing to meet us in a peace conference. Future moves will be forcible and decisive."

am not stating it too strong when I

say that there have beentimes within the last twenty years following the trial of cases that have attracted

whide-spread attention when every person who had closely followed the

evidence was convinced that justice had been trampled on and the jury

befogged by the brazen falsehoods and mendacious opinions of professional experts and times when, if the matter had been specially submitted to the popular judgement and decision, the whole institution of expert evidence would have been swept away with one mighty blast of public dis

approval." This was the keynote of a speech delivered at the State Bar association meeting yesterday by Charles Kellison, an attorney of Plymouth. "In the address of the president, Daniel Fraser of Fowler, he discussed the courts and the legislature. "Beyond mere physical and administrative affairs," he said, "the people are not at all concerned with the acts of the legislature until they are brought to their notice by the assertion that rights are created thereunder or liabilities imposed thereby.

LAND FOR NEW CEMETERY. Thirty-five Acres Will be Secured by Eaton Authorities. Eaton, O., July 10. The township trustees will hold an extra meeting Thursday morning, when a deed from Bunger and Allbright to the trustees will be made, conveying 35 acres of land for a new cemetery. The land lies south and west of the present cemetery.

at Pennsylvania and Ohio streets as

he was attempting to alight. He fell head foremost to the pavement, cutting a wide , gash in,. his left brow, bruising the forehead and face. He was for a time unconscious. He was carried to a nearby pharmacy, wliero

his wounds were dressed and was later taken to his home In a carriage. Col. Holloway was stricken with apoplexy some time ago, impairing his speech and the control of his muscles. Being a very heavy man, in addition, he was slow in alighting from the car and the motorman started ahead too quickly, it is said. Col. Holloway is one of the most

interesting men Indiana has given to public life. He has ten engaged in writing his memoirs of the civil war when he was private secretary to Governor Morton, his brother-in-law, for whom he carried many messages to the front and to Washington. He has known almost everybody In public life in Indiana for fifty years. He was former consul-general to St. Petersburg and later to Halifax. Unless complications arise either from the shock of the fall or from the apoplexy, it is said that the accident will not result seriously.
