London, May 8. The government on Tuesday presented its long awaited Irish bill to the House of Commons and the country. The bill is deigned to meet the demands for Irish home rule. It was presented by the secretary for Ireland, Mr. Birrell, to a crowded house. Compared with the home rule bills of l&SG and 1906, the measure confers little self-government upon Ireland, merely giving to the council control of the eight departments now managed by government boards.

trol of thir- branch always has been a thorn in the flesh of the Irish people. It is natural and quite to be expected that this half-way measure is wholly pleasing to no political party. The Unionists regard it as a step toward home rule. They object to giving to Ireland the management of many departments of local affairs
while the Irish members of the House of Commons retain the right to legislate in similar affairs for England and Scotland. They criticise also the plan of government by a council through eight committees as complicated and cumbersome. The Radicals are disappointed that the measure falls so short of actual home rule, and the Irish members are even more disappointed with it. Diplomatic Attitude. The Irish leaders, however,' are
maintaining a diplomatic attitude until they have time to study the provisions of the bill and also to learn the sentiment of the people. A
Nationalist convention will be held in Dublin soon to decide upon the policy of the Irish parties. The Laborites will support the measure. After the bill had been presented and explained by Mr. Birrell it was criticised and ridiculed by A. J. Balfour on behalf of the opposition. John E. .'Redmond then delivered a brilliant speech, noteworthy for its dignified and forceful exposition of Ireland's claims for complete home rule. " The audience of the speakers "was worthy the historical and parliamentary occasion. The entire ministry occupied seats on the front benches. Mr. Balfour lounged in his characteristic attitude. The floor of the house was packed and the galleries held a notable assemble, including a number of peers.

BEEKMAN WINTHROP. i Beekman TTInthrop. who bas relinquished the post of governor of Porto Rico to become assistant secretary of the treasury, has pursued a primrose path ever since he was admitted to the bar. which was only seven years ago. In 1900 he became secretary to William II. Taft, who was governor of tho Philippines. Mr. Winthrop rose rapidly. In the summer of 1904, before he had completed his thirtieth year. President Roosevelt appointed him governor of Porto Rico. His service on the Island was so satisfactory to the administration that be has been called to Washington for the important post mentioned. Mr. Winthrop was born at Orange, N. J.. Sept. 18, 1S74.

The Knights of Columbus are gratified over the pleasing outlook for the production of 'Robinson Crusoe, Jr." All of the preliminary arrangements tor putting ou the show 'have teen completed, and it is now conceded that the production is superior to "The Purple Prince," the musical comedy, given under the auspices of the order last year. Robinson Crusoe Jr., is a combination of a musical comedy and a minstrel show, and in both features is spicy, original, up-to-date and full of the livliest comedy. The members of the Howe Amusement company have arrived irom Cairo, 111., where they have just completed two engagements under the auspices of the Elks lodge. There was considerable difficulty in getting the Howe company to come to Richmond at this time owing to the great distance and the necessity to defer other Illinois engagements. Until the date of the first performance on May 16th, every night will be spent in rehearsals. The company carries four instructors and the work of rehearsing is conducted with the systematic precision of professioal theatrical directors. Together with the professionals carried by the company, some of the best available local talent will be used in this production. About sixty people will be required to form the cast.

He also frankly admitted that he left the shop by the back door. Mr. Hill stated to Prosecutor Jessup that since he discharged Oleson five weeks ago, the young man had twice threatened to burn him out, but Hill then stated at the time the alleged attempt to burn the store was made, he and Oleson were on quite friendly terms.
