John S. Fitzgibbons, local agent for the Lincoln National life insurance company, and in whose office Richmond's permanent army recruiting station will be located, has received a letter from Sergeant Bard, stating that he had been detained in Indianapolis, and would arrive in Richmond Wednesday morning and would hav the recruiting office opened in full swins by ten o'clock Thursday morning.

George F. Bingham, traveling deputy attorney general, was in the city today for the purpose of collecting
unclaimed witness fees. The state law requires that all fees unclaimed by witnesses two years or more after being notified by the county clerk, shall be collected by the state and turned into the general fund.' Mr. Bingham did not do much business in this county but he did collect a few fees that dated as far back as 1896. The state fund probably will be enriched to the extent of $12 to $15 from unclaimed fees collected in Wayne count'. Not Many Unclaimed. Mr. Bingham gives as an example of the general habit of the American people in chasing the almighty dollar his difficulty in locating many unclaimed fees. He stated that he had been in nearly every county in the state on this mission but that he doubted if the state treasury would be enriched more than $10,000 by such unclaimed fees. He stated that in one county he located, fees to the amount of about $500 but when he informed the county clerk of his discovery the official insisted that some of the witnesses had never been notified. Mr. Bingham informed him that it was legally too late to notify them now but that he would overlook the matter and take only such fees as the clerk had no record of. This reduced the original $500 to about $195. , As a general rule when witnesses have testified in a case the first thing they do after their services have been dispensed with is to enter claim for their fees.

SAYS SHE WAS SLAPPED Sherman White Arrested for Assault and Battery.
Sherman White was arrested Monday for assault and battery on Laura Wiggins. She swore out the warrant for his arrest and stated that the assault took place Sunday. Hearing of the case has been postponed until Wednesday. The details of the trouble are not known, but the police state the plaintiff alleges that White slapped her. -

D. J. TRAILL MAKES FAVORABLE IMPRESSION D. J. Traill, successor to W. A. Holton as traveling passenger agent for the Missouri and Southern Pacific, was in the city Monday calling on local railway officials, and looking after the passenger interests of his roads. Mr. Traill is a young man of pleasing appearance and disposition, and although a stranger, he won a host of friends on his initial trip here. Mr. Holton, former Richmond boy, is now actively engaged in his duties in the passenger department of the Harriman lines at San Francisco.
