The communication submitted by the board of trustees of Reid Memorial hospital to the city council is of great interest to the citizens of this city as it gives detailed information concerning the institution not generally known. An account of the passage of the hospital appropriation bill over the mayor's veto is to be found in another column. The statement of

the trustees in full is as iouows.

To the Common Council

of Richmond: Gentlemen: The Board of Trustees of

Reid Memorial hospital

natient attention to

statement in view of the somewhat extraordinary message of His Ifonor. the mayor, vetoing the ordinance unanimously passed by you March 18th, making an appropriation to aid in the maintenance of the hospital. We have assumed that, the statements published in our city papers at the time the original appropriations were made . that the objections of the mayor and city attorney to the appropriations were

based wholly upon the ground that no

law then authorized tnem and

they, were willing to assist in procur

ing the passage of an act wnicn wouici authorize them, were correctly reported and emanated from these officers and as we have had an act passed by the legislature which does expressly authorize your ordinance of March 18th, the veto message is a surprise to us. At our last regular meeting, held before this ordinance was pented to you, we appointed a special committee consisting of Mr. Deuker, a member of your body and of our board Tr. Bond, your" health officer, Dr. Davis, Dr. Wampler and George Egge-mever-to submit to us a plan and es

timate of the cost of a building to be erected on the hospital grounds, to consist of three or more wards, mainly for the use of the city for the care of contagious and infectious diseases, as scarlet fever, diphtheria and like disrr. 'which we can not now receive

in the-hospital because of the danger involved to other patients. Having no reason to expect further opposition from any city officer, our purpose was and yet is, to construct a building - for the purpose indicated, and in legal form to guarantee the city's use, but it is in line with every declaration we have made to the peo- . r l i : i ... Vi timp of tbe

pie Ol iue in j iivjiu - dedication ceremonies of the hospital to this hour, viz, that . the hospital is- in no sense a private institution, that it does not belong to the trustees, but does belong to all the people of Richmond and that, its trustees in its management are administering a

trust for the benefit of the people to whom it belongs. Your appropriation ordinance is vetoed by hishonor. the mayor, upon

tnree grounds, as we uaucioiuim message. viz: That it was not recommended by a majority of the board of health. That the Act of the legislature authorizes appropriations to a hospital established as a gift for the benefit of the people of the city, and that the Reid Memorial hospital was not so established, and the appropria

tion is therefore illegal, and that such hospital is a private institution, with which our people have no special interest or concern. ... . Not a Personal Matter. This is not a personal matter with the trustees of the hospital, gentlemen, V and it is because . we represent all the : people of this city who own this institution, that we are unwilling that the statements of fact in his honor, the mayors veto message should pass unchallenged.

You are told that since July, 19., when the hospital was opened, you

have been called upon to donate $0,000 tn Hofrav its running expenses: the in-

cil was appointed, and that committee reported to your body and recommended an appropriation for the remainder of the year l'. of $3,00O, and of $J,OUO

to be included in the general appropri j ation ordinance for 1WT, and that these .rUHnnt: aprp made upon the

recommendation of your committee, $l,7fC only was paid, the item of $;,-

10O7, and was vetoed by the mayor ana passed again unanimously; the- present comptroller refused to-issue a warrant for further payment until the enabling act was passed, and which act has now been passed by our legislature. As a result of our conference with your special committee, and to fulfill our promise then made to you Mr. Deuker, then chairman of your committee on finance, was elected a member of our board, with equal powers with all other trustees, to represent the city and your honorable body in the management. We beg to advise council, that we are advised, and we believe well advised.

This beautiful picture is after the famous painting by Brozik, and shows the intrepid Columbus explaining to Queen Isabella his great plan of sailing due west around" the globe until he came to Asia. Before the Queen on a table are her jewels of fabulous worth, which she later sold to buy the little fleet with which Columbus set out on his remarkable voyage of discovery.
