A 2orporsitiot Lawyer's Appeal Jame3 M. Beck, a New York corporation lawyer and trust heeler. In a speech delivered at the Lincoln Day banquet of the New .York Republican club, declared that the Sherman Anti-trust law was checking the industrial growth of the country and that it should be amended so as to legalize industrial combinations. Mr. Deck also touched on the subject of centralized federal authority, and said about this question: "Least of all should the Union Republican party oppose any tendency of the American people to unify the country. The object of the constitution today, a3 in 17S7, Is well stated in the words of its preamble,- 'In order to form a more perfect union.' To this sublime end it is ever working. The future, alone, can perfectly realize that ideaL In commerce the best energies of the American people are thwarted and burdened, not merely by a division, but an unnecessary multiplication of governmental authority. Unles3 directly engaged In interstate commerce, a New York corporation, doing business In other states, is in the position of the hapless Chinese merchant, who, in traversing the forty provinces of China, Is obliged to pay tribute to the cupidity and avarice of the mandarin of each province. The business interests of the country, sick from a surfeit of prosperity, are in danger of asphyxiation from a deficiency of capital to carry on the prodigious work of the people. The Invalid suffers from the fact that too many physicians federal and state are crowding to Its bedside and administering legal nostrums. Let the multitude of physicians stand back! Give the patient air, or he will suffocate. Leave the cure to natural forces. At present commerce Is being slowly ground to piece3 between the upper and nether mill stones of federal and state governments. To one and not forty six conflicting governments, should it be subject." Mr. Beck speaks with all the guile and cunning that have made him so useful to his corporation masters, and for which they have paid him go -well. lie very adroitly makes it appear that the fathers of our country in f faming our constitution by putting in its preamble the words, Tn order to form a perfect union,' meant to Imply encouragement to the formation of great trusts. Fortunately for Mr. Beck none of the framers ct our constitution are hero to refute his interpretation of It. "In cominerco the best energies of the American people are thwarted and burdened, not merely by a division, but an unnecessary multiplication of governmental authority." Yes, by an unnecessary multiplication of trust owned National senators and state legislators whose best efforts are exerted to help the trusts maintain their present iniquitous system of indirect taxation upon our necessities of life, and the thraldom of little children v In mines and factories. But Mr. Beck of course did not mean that. By 'unnecessary multiplication of governmental authority' without a doubt he refers to Theodore Roosevelt, who has broken all presidential precedents by fighting manfully for the "square deal" idea, and through whose efforts mainly nearly 1,000 indictments are hanging over the head3 of Mr. Beck's very sincere friends, admirers and masters, the officials of the Standard Oil trust. V Mr. Beck has enlightened us on one thing, however. Contrary to the popular Idea Mr. Beck assures us that "a New York corporation doing business in other states, is in the position of the hapless Chinese merchant, who, in traversing the forty provinces of China, is obliged to pay tribute to the cupidity and avarice of tho mandarin of each province." So from this we are to understand that the poor down-trodden New York trusts are paying tribute to all our states. And to think we have been fooled so long in thinking that we were paying tribute to the trusts. Real-' ly we owe a debt of gratitude to Mr. Beck for having enlightened us on this point. We feel freer now. Knowing, on Mr. Beck's unquestioned authority, that the trusts are paying all of us tribute through our states. The Invalid (our glorious trust businesses) suffers from the fact
that "too many physicians federal and state are crowding to its bedside and administering legal nostrums." Again Mr. Beck enlightens us. Our "infant industries" are no longer. They have arrived at maturity and have already become invalids despite the efforts of good old Dr. High Tariff. And now that other specialists have been summoned in consultation, Mr. Beck fears that the poor invalid trusts may succumb beneath their ministrations. Of course, these new physicians must be President Roosevelt and other of our statesmen of his type, who are trying to instill honest business ethics medicine, into our criminal trusts. "Leave the cure to natural forces." Yes, we left the birth and growth of the trusts to "natural forces" and got it In the neck for doing so. This was probably due to the fact that "natural forces" got on the wrong trolly and derived their power from John D. Rockefeller and other generators of rotten business ethics. "At present commerce (trust commerce) is being slowly ground to pieces between the upper and nether mill stones of federal and state governments. To one and not forty-six conflicting governments, should it be subjected." Yes, Mr. Beck, it would undoubtedly be better for the criminal trusts If they were subject only to the federal government. They would be carefully nurtured by your trust owned senate and also be carefully shielded from the effects of envious (?) public opinion. But Mr. Beck, we are going to keep our present form of government despite your well meant (?) advice to the contrary. Furthermore, we are going to believe that you, in spite of your great wisdom, have misinterpreted the true meaning of our constitution and that the words "In order to form a more perfect union," refer to the people and not to the trusts. And a3 to "Doctor" Roosevelt, he Is by far the best "doctor" of public evils we have ever had. And we advise you, Mr. Beck, to call in "Dr." Roosevelt to attend to the Ills of your trusts and tell him all the facts in the case. Though he is a pretty good diagnostican even where the patient will tell him nothing, as is clearly shown by the 1,000 or so Indictments hanging over the Standard Oil trust.

CULBERTSON RESIGNS. H. E. Culbertson, engineer of maintenance of way of the Cleveland and Pittsburg division of the Pennsylvania has resigned his position to enter private business. His eyes failed him and he considered the railroad work too exacting. Culbertson is well known in this city and served on the engineering corps of the Richmond division several years ago.
Bad Fire Prevented. What might have resulted in a serious fire at the home of Charles Os born, on Tuesday evening, was averted by a neighbor happening to discover flames arising from a pile cf manure and straw that were close to Mr. Osborn's barn. A bucket of ho; coal ashes had been emptied upon the heap without the family thinking cf danger. Several buckets of water

FREIGHT MEN ARE BUSY. The freight clerks and handlers at the Pennsylvania freight house on North E. street are very busy at the present time. Much small freight is being transferred in Richmond as this city is a central freight division point, on the Pennsylvania and G. R. & I.

Tainted Money Question Speaking of a much-discussed topic, the Earlhamite, the Earlham college publication, says: "The rumor of a possible Rockefeller donation to Earlham has been the cause of a great many comments recently. In discussing this question, it is well to remember that no definite offer has been made the college; that if such an offer were to be made Earlham is not In such a condition to take advantage of it on account of just having met the Carnegie library donation and being at the present time engaged In trying to meet the Bundy gift for the new dormitory; that the money does not belong to Rockefeller, but has been given by Mm into the hands of a corporation which has for its purposes the making of donations to colleges of the United States. Tt must also be kept in mind that if the donation were offered and refused, in order to be consistent, Earlham would have to refund at least part of the gifts and endowments which she has already received. That In order to keep her students free from a possible contamination she would deprive herself of the opportunity to benefit not only these, but the many more whom she could reach by these additional resources. Granting that moral contamination would by the moral growth in new lines and by the Increased number of individuals benefited?"

Gould, traveling freight and passenger agent for the C. & N. W. with headquarters at Cincinnati was in the city yesterday on business connected with the local roads. The new orchestrian for the Coliseum has been shipped via the Pennsylvania and is expected to arrive in this city within the next few days. C. D. Kinney traveling soliciting agent for the C. I. & E. located at Muncie was in the city yesterday on business. Jack Mungavin a telegrapher in the train dispatchers office at the Pennsylvania station has returned to h5s duties after having been 111 for the past two weeks. Conductor Pat McGee on the G. R. & I. made his first trip Into Richmond yesterday morning after having enjoyed a two week's vacation.
