In his message the president, citing precedents for his action, said: "The Sixtieth Ohio was summarily discharged, on the ground that the regiment' was disorganized, mutinous and worthless." ago II. E. Barnard, chemist of the State laboratory of hygiene, sent out 207 warning notices to druggists of the State, advising them of certain

illegal drugs that they had for sale, and giving the analysis of these drugs. In this warning letter Mr. Barnard asked for an explanation of the several derelictions. He has received answers from 137 druggists, and has made a compila

tion of these answers. Twenty three retailers gave explanations for the composition of lime waters; seventeen acknowledged carelessness in manufacture and storage and five said that they used lime water tablets. Thirty-eight dealers whose tincture of iodine was found to be below standard said that they attributed the fact to. improper storage, careless manufacturers, improper solutions, etc., and fourteen dealers used old formulas which did not call for the addition of potassium iodide. Fifty-nine druggists explained the fact that their tincture of iron was below standard to the purchase of

the solution of chloride of iron irom the wholesaler, ten admitted careless manufacture or" storage, and six the use of an old formula. Bought From Wholesaler. Black antimony is not without Interest. Sixteen retailers ' explained the sale of Illegal black antimony by saying that "they bought the goods from the wholesaler and supposed the goods to be pure. One retailer
