proceedings in
which Mayor Eugene E. Schmitz and ACraham Ruef are seeking to set aside the Ave indictments found agains: each of them on a charge of extortion Spreckels was called to the witness stand by the defense and testified that Ruef called on him at the time of the big municipal bond issue and asktd him to form a syndicate to take all the bonds thus authorized. Spreckels was unable to see what guarantee there was that if a syndicate were formed it could secure bonds which under tne law must be put up at a public auction and sold to the highest bidder. Ruef informed Spreckeis, accord'ng to the testimony, that this could be easily arranged, for he would have a general strike declared of all the street railroads and tie up the different lines. With San Francisco in this condition relative to is passenger
he calculated, so
Spreckles says, that no outside capital
would bid on the city's bonds and the syndicate would have a clear field. Spreckels also testified from the witness chair that Ruef called on him and made a demand that he be retained as attorney for the San Francisco Gas and Electric onrany.

I Publishers Press.J San Fra..oco, Dec. 18. Frank P. Sargent, commissioner of immigration, returned ' from Honolulu on the Japanese liner Nippon. Regarding immigration in Hawaii, Sargent said Japanese are fast displacing shopkeepers, contractors,! carpenters and tradesmen generally of other .nationalities In the islands. The Japanese population in the islands, however, is rather on the decrease on account of the Japanese rush for the coast. Hundreds of brown men arrive at Honolulu every month, but their stay 13 brief, great numbers being bound in the direction of the mainland. Sargent spoke in pra!se of the Portugese Immigrants arriving at Honolulu from Europe. He said they are a good class and are gladly welcomed by plantation owners.-
