Latest of the Thefts Is That at the Hornaday Hardware Store Where Between Fifteen and Twenty Dollars Was Secured..

Chief Bailey Is convinced that a ?an? of juvenile burglars Is operating In Richmond and he attributes sevrral infactions of the law, of recent date, to them. The latest of these Is the theft of between $1.1 and $20 from the Hornaday hardware store, Main street, early Monday morning. Chief Bailey believes he has information that will result in the arrest it this gang and break np the practice of petty thefts. At Hornaday's entrance was gained by breaking a window and undoing the fastening. The intruders either knew, the combination of the safe or the proprietor neglected to make use of it.

Prof. C. K. Chase of Earlham, an enthusiastic member of the West Side Improvement Association, and a member of the civic beauty committee, of that body, at the invitation of the members of council, last night

spoke briefly and convincingly of the advantages that would accrue from tho transforming the river bottom and land adjacent, between Main street and Doran bridge, into a public park. Prof. Chase said that the matter was not alone of interest to the members of the West Side Improvement Association, but was of interest to all the residents of Richmond who wished to see the unsightly river bottom beautified, lie said so far as the members of the r West Side Improvement Association had planned it; the land to be beautified, would embrace all on the west side of the Tiver bank, from the viaduct slightly north of the Doran bridge to the old entrance to the National road bridge, a few yards south of the present bridge on Main street. A Public Playground. Prof. ChaSe also pointed out th3

fact that the West Side, although having more children, probably than any other section of the city, had no publicplaygrounds, and it was also the idea of the committee to secure the triangular plot of ground immediately south of the Doran bridge, containing about four acres, and turn it into a public playground in conjunction with the proposed park. He said the cost would not be more than $2,900 if all -the land could be bought at the regular assessment rates. The actual cost of purchasing

the land along the . river bottoms would not cost more than $1,500.00. The remainder of the $2,900.00 would go to the purchase of the playground and would fall to the City Board of Education. The members of the council were impressed .with Prof. Chase's appeal and it was moved that the matter be turned over to the Board of Public Works, it being their duty to confer with the School Board in regards to all the details of the scheme.

Samuel Griffith, of Milton, has united with the Board of Children's Guardians in a petition to the circuit court to have his sou, Noble Griffith, placed in some proper Institution for his care.
