Publishers' Press. Berlin," , c. iS. Chancellor Von Buelow, addressing the reichstag, said that the government would not yield any of its demands for the maintenance of an adequate number of troops in German Southwest Africa. Expectation that the chancellor would speak, that the government would be defeated and the Immediate dissolution of parliament follow, filled the house, the floor and the galleries being crowded.
Herr Spahn, the clerical leader, began the discussion of the supplementary budget, amounting to $7,350,000 to meet the expenses of the war in German Southwest Africa (rejected by the appropriations committee Dec. 11) by reporting on behalf of the majority of the appropriations committee that the number of German troops in that colony could be reduced to 2,500 men, although the government and general staff aSrmfd that th? present garrison, numbering 12,000 men, could not be reduced below 8,000. Herr Spahn said he left the question with " the house. The chancellor replied that between now and Jan. 4, 1907, 4.000'men would be brought home, and that after Jan 4 more troops would be recalled, according to the military necessities; but to reduce the garrisons to 2,500 men would mean the loss of the southern part of the colony, and would greatly endanger the central and northern parts, while' Germ n rule ii Africa would be Imperilled by a renewal of the insurrection In Geman Soi'thwest Africa, which would spreal naturally beyond the frontier. . Continuing, the chancellor said: "If we shrink from this last sacrifice we shall In guilty, in my opinion, of great national crime. I can not believe that the house will arrive at such a fatal t solution, which would be equally deplorable from financial, military, - political and national points of view. As the responsible leader of the, affairs of the empire, I would not be able to sig such a capiir'3tIon." The reichstag by 17S to 160 votes rejected the supplementary budget, and Chancellor Von Buelow read an imperial message dissolving parlia- "" .
SHORT WEIGHT ON COAL
DEALERS ARE PUNISHED
Indianapolis Busy Prosecuting Dispensers of Fuel One Richmond Dealer Allowing Coal to be Weighed Anywhere.
The presidents of a half dozen Indianapolis coal companies were fined in the police court there yesterday upon being convicted of giving shortage weight in coal. All of the dealers claimed that the short weights were unintentional, but the frequency of such instances has caused the police court of Indianapolis to make no exceptions, and fines are always levied. The patrons of all companies in the capital city have been urged to inspect the loads of coal when delivered and if they have a suspicion that all is not right, to refuse to accept the fuel until the load is reweighed. The patron, under such circumstances, accompanies the driver to the nearest scales and watches the proceeding. If the driver refuses to re-weigh the load or a shortage is found when the weighing takes place, arrests take place
without delay. Under the ordinance
in Richmond, coal patrons have the same right and it is said that consid
erably re-weighing has been done recently, but always with results show
ing the coal dealers to be giviing full
weights. One local dealer is credited with having inaugurated a new system. When he receives an order for coal he inquires: "Do you want this load weighed on my scales or some other scales? Take your choice."

AT THE THEATERS
Madame Modjeska. That gentle, amiable woman and peerless actress, Madame Helena Modjeska, can rest assured of a royal welcome when she visits this city in the near future and affords our theatregoers a last opportunity to revel in the delight of her truly wonderful acting. It is a great pity that the American stage Is to lose this accomplished artiste just when her art is at its ripest. Her farewell appearance here at an early date is being looked forward to with delightful anticipation.
Murray &. Mack Gennett. Murray and Mack, the popular purverys of laugh who will appear at the Gennett, next Thursday night are presenting an entirely new and original effort this season, entitled "Around the Town," which is said to far eclipse all their former productions. The story Is full of complications, breezy dialogue, rapid actifwied. This is interspersed with new and original music written especially for the production, also all of the very latest New York successes. In addition, there are numerous specialties by the stars and the supporting company. Murray and Mack have given the new comedy a sumptuous
scenic production and the costumes are the finest money can procure.
