President of Board of Works; Says Dumping at Glen is Not Unsanitary. ALL BUSINESS SUSPENDED WHY RAVINE IS FILLED WILLIAM DUNNING WORKS FOR SIX HOURS TO BRING CITY'S VAULT INTO USEFULLNESS ONCE MORE. Persons in the city hall yesterday

afternoon shortly before 3 o'clock were startled by a joyous shout that

emanated from the second floor and

which. Investigation revealed, had

come from the throat of City Clerk

Taggart. It all came about because

of gladness the city clerk felt over

"The criticism made by some persons relative to the dumping of what they term 'refuse' in Glen Miller park" said President Merrill of the Boad of Works yesterday, 'is unfair to the Board of Health, to the Board of Works and I believe is due to a misunderstanding of facts. In the

the achievement of William Dunning, nrst place ! wisn tne Palladium locksmith, who had been engaged 1 would say for the Board of Works

from early morning, In an effort to that tne Board or Health was never

open the big vault in which the rec-! consulted in this matter for the rea-

orda of the department are kept. The ; son tnat it was not regarded as a big iron door to the vault is never : matter over which the Board of

combination has not . been used. In

some manner tne commnauon Decame turned Monday and when City Clerk Taggart attempted to gain entrance he was unable to do so.

Then he racked his brain for the

mystic figures of the combination and tried them. The door refused to

budge. Then the city clerk searched

through his desk in hopes that the combination figures might be found

on a sup or paper ana men away.

The search was in vain. Later the

city clerk remembered that recently noveral boxes from an abandoned

Jesk had been temporarily laid away

:n (he vault. Within one of those

boxes, the city clerk remembered, he bml filed away the precious combina

evening ho worked with a will to get

ihe safe open. " Yesterday morning the assistance of Dunning, the expert

was called into play, u wouia nave

been an easy matter for the locksmith

to have opened the vault by resorting

to tho de-struction of the combination

but it was a difficult thing to accom

plish the same result without Injury lo the lock.

A hole was drilled into the revolv

ing combination plate and through this very small aperture, Dunning applied his slender tools and kept applying them until the alightruent of the tumblers had been secured. Six hours were required to accomplish

the delicate task, but it was eminently successful and City Clerk Taggart'a cry of joy was voted excusable. The bit of paper bearing the combination figures was found itf" the box as. City Clerk Taggart haA predicted it would be and henrorth it

will be kept a safe distance from the

vault's inferior.

It has

been the intention of the Board of Works to make some needed improvements about the old residence that stands near the east entrance to the Glen. We have been hauling ashes and other burned material and making a fill, beginning toward the east side and extending westward. We have not dumped any of this material into the gully througn which

water passes and probably it will be ; several years before the fill will ' reach far. When the time does come for filling that gulch, there will be tiles put in so that the water may be caried off as it is now. Filling it up would mean that the flow of water , would be stopped. There is nothing

unsanitary nor unhealthful about the fill we are making and the work as a whole is being done for the purpose of improving what has been an unsightly part of the park. The ashes which are being dumped there will be covered with earth and grass seed sown. It is the intention of the Board also to improve the residence

"created President Roosevelt." Mrs

Storer said that while she had seen

certain incidents related during the interview. While unable to deny that such an interview was given, she said that so incorrect and garbled a report was made public that it did not give her views .or statements and she did not want it to be considered as coming from her. Beyond this she refused to discuss the matter.
