Mayor Schillinger last night addressed the city council in the following manner: : . " "Gentlemen of the Common Council: f ' "(n one sense we are met together under unusual if not unprecedented circumstances, it is unnecessary for me to rehearse the causes that led up to the present somewhat anomalous situation; the time for such discussion ceased with the election last November. "The duty of the present hour'is to realize to the full this truth; that whether we be Republicans or Democrats, we were all placed in power by the same reform sentiment which permeated the people of Richmond regardless of sex, sect, section, or party, while it is true that this is the first tim? in our history that an administration of the minority party received as many votes from its political opponents as from its party friends, and while it is also the first time that the good women of the town, have ever made a Mayor's "calling and election sure;" yet the one central fact for us to remember is this: That we hold commissions of trust from the people acting in their sovereign capacity as citizens rather than -in their capacity as members of any political party. "The possession of this power, when granted under the peculiar circumstances of. the case, means a very heavy responsibility on all of us. "It does not rest on the . executive department alone, for as I have said the same influences in a great degree that placed the Mayor in of"fice also elected you gentlemen as members of the CommonCouncil. " I "The demand for, good clean economical and business like government which hinds the executive department, also binds the legislative -department.' The people have commanded all of us to work together for the public good, for the greatest good to the greatest number, and in no other way can we work to advantage: we must cultivate the spirit of harmony under the guidance of unselfish , motives. i "Personal ambition and party advantage should be relegated to the rear, and all of us should work together as common citizens in a common cause. r ' "As one. largely unfamiliar with duties of the Mayor's office especially with the routine work of presiding over council. I shall ask the fore-" -berance, cooperation and . advice of - the members of this body in carrying forward the peoples work; and I promise in all our deliberations to -use my best endeavors to treat alll of you with, the same impartial courtesy and. consideration that I ask from you in return."

Some 255 persons have been buried alive. ' Fifty-five bodies already have been recovered from the mire, which is about six feet deep. In addition to the lives lost, countless head of cattle perished and crops were destroyed. Kwareli township occupies an area of five kilometers in the district of Telaw, in the Caucasus.' Similar disasters are of common occurrence in Caucasian valleys.

The ministerial association yesterday discussed the proposition for a general religious revival to be held in Richmond this coming winter. No definite plans were arranged.

DEATHS AND FUNERALS. CECIL The funeral of Elihu Cecil who died at his home on Central Ave., Saturday will be held at the
home this morning at nin o'clock, the Rev. W. N. Nelson officiating. The body will be taken to Muncie for burial. - " MINNER Joseph B. Minner, aged 42," died yesterday morning at the home of his mother, Mrs. Barbara Minner, C02 ; South E street, after a short illness. The mother, three brothers and four sisters survive. The funeral arrangements will be announced later. v

Miss Emma Murray has returned to her home in Cicero, 111., after a few days visit with Mr .and Mrs. Edward McCaffrey. Miss Anna Freeman and Mrs. Clarence Ingermann, were the guests of friends in Richmond today. The Helen Hunt Club held their regular meeting with Mrs. V. C. Merideth at Norborough Farm, this afternoon. Miss Hazel Pressell, who has been the guest of Mr. and Mrs. T. L. Oliver for the past week has returned to her home in New Castle. Messrs Clayton Daugherty, Roy Kniese, Homer Bertsch and Herbert Reese have resumed their studies at Purdue, after a few weeks vacation with their parents in this city.
