A bank purchasing a draft with bill of lading attached, making goods deliverable to order rof consignor, is held in Haas versus Citizens bank (Ala.), 1 L. R. A. (N. S.), 242, to have assumed the obligation of the seller to deliver the property, according to the contract, to the drawee of the draft.

PROSPECTS ARE THAT RICHMOND WILL SEE THE BEST CARNIVAL SHE HAS WITNESSED FOR . SOME TIME.
The J. Frank Hatch carnival shows arrived in. the city , yesterday morning and for the rest of the day the Carnival Grounds were the scene of hustle and bustle. The formal opening will be this evening under the auspicies of the Druids, when the feature will be the "high dive" made from a platform over a hundred feet in heighth. The ensemble consists of twelve
paid shows embracing the Streets of
Cairo, Fighting the Flames in mina-
ture, and various other entertainments which are counted to please
all persons. The mid-way will offer about six free shows featuring the diving act. acrobatic stunts and
singing.
All protection needed during the
week will be furnished by the police
and the Druids will furnish several
plain clothes men. This company
bears the reputation of being first
class and from their appearance will
make a better show than any carni val that has been in the city.

It seems as if this assertion is correct, for she seems to have an iron endurance, and she attributes her fortitude, mental or physical, to the fact that she never allowed herself to worry over anything, great or trivial. Miss Giulia Morosini, daughter of Giovanni Morosini, banker and former partner of Jay Gould, spends more than 100,000 a year on her clothes and contends that one can do so with

TRAIN AND TRACK.
In Spain every important train Is accompanied by two members of the civil guard, who pompously patrol the platform at every stopping place. Los Angeles will furnish much of the capital for a new railroad in Calaveras county which will be built from the Southern Pacific station at Bursou through Mokelumne hill to the biff trees. Matrimonial tickets are supplied by the Canadian Pacific railway to settlers in the Northwest Territory who wish to make a Journey in order to secure a wife. On presenting the return coupon and the marriage certificate the settler Is entitled to free transport for his bride. What is said to be the heaviest passenger engine ever built has been delivered to the Lake Shore and Michigan Southern railroad. . It weighs 244,700 pounds, of which 170, 000 pounds are on the driving wheels. The engine and tender weigh 4C3.70O pounds, ana the capacity for water is 7,800 gallon?, while that for coal is fifteen tons.

In Reserve Held by New York Banks Belovv Legal Limit. New York, SeptJ8. The statement of clearing house" banks Saturday showed a deficit; in the "legal preserve required of ' $6,577,320. This is said to be the largest deficit in the legal reserve required sines 1893. wjjen it was necessary to issue bank certificates. The stock " market practically ignored the showing of 'a deficit below the legal reserve requirements. Prices drooped momentarily when the statement first appeared and then rose vigorously onpowerful support to a strong closing. Speculative confidence was professed that heavy engagements of gold for import, which will become available through the operation of the order of the secretary cj the treasury to facilitate the Import movement, will be sufflciei to replenish the loss in New York. Estimates of gold already secured for this purpose vary from $10,000,000 to $15,-000.000.
