DISPATCHER ARRESTED Action Begun in Kentucky Under Anti-Discriminating Act. Louisville, Ky., July 21. J. M. Scott, chief train dispatcher of the Louisville and Nashville railroad, with headquarters in this city, was arrested by a deputy United States marshal charged with violating section 10 of the act of June, 1898, entitled "an act concerning carriers engaged in interstate commerce and their employes." The affidavit upon which the warrant for the arrest was based was made by H. S. Perham, president of the Order of Railroad Telegraphers He states that Edwin L. Rowe, a telegrapher was dismissed by Scott in April, 1904, because of his affiliation with the order of Railway Tele graphers. Perham makes further affidavit to the effect that in April, 1904, Scott discharged another telegraph opera tor named V. Poynter, of Princeton, Ky., because the latter was a mem ber of the telegraphers union. Scott was released on bond of $200 to appear before United States Com missioner Cassin July 2S, for a pre liminary hearing. Human Fly Is Dead. "Madison, Wis., July 21 Charles Bliss, SO, known a generation ago as the '"human fly," died here. Bliss originated the trick of "walking on the ceiling." He was born in Bavaria. Germany, and traveled for years with the Dan Rice shows. At one time himself, five sons and three daugh ters were all performers with the same circus. Church Injunction. Nashville, Tenn., July 21.
