UnltedyStateaNjudgo.McPherson of

Kansas City, la. sentencing the New

Yorkf freight .brokers for violation of the interstate laws, declared that the giver of a- rebate was as guilty as the taker. Applied to vote buying, this view t of looking at aa evil might do much toward purifying elections. The

manwhosells his vote in Indiana la guilty j of a crime, though up to the present: time there is no. statute which can 'bo depended' upon to punish the man who makes the bargain and gives the money. The rebate evil is one which affects certain lines of commerco directly and all business indirectly, but the vote buying evil is one which is even broader in its Influence. These are the times of'reformatlon and It would not be amiss while great corporations are being mado to toe the mark to begin the work of purifying the ballot box.

Prof. Charles Eliot Norton has said that whatever your occupation may be, and however crowded your hours with' affairs, do not fail to secure at least a few minutes every day for refreshment of your Inner life with a bit of poetry. TEARS. By Robert Earl of Lytton. Edward, Robert Lytton, son of Lord Lytton the novelist, an English poet, and statesman, was .born in London. November 8, 1831, and died in Paris. November 24, 1891. Lytton excelled as '"1st, satirist -and narrative poet. There be three hundred different ways and more Of speaking, but of weeping only one; And that one way, the wide world o'er and o'er. Is known by all. though it is taught by none. No man Is master of this ancient lore. And no man pupil. Every simpleton Can weep as well as every sage. The maa Does it no better than the infant can. The first thing all men learn is how to sneak. Yet understand they not each other's speech; But tears are neither Latin," nor yet Greek. Nor prose nor verse. The language that they teach 13 universal. Cleopatra's cheek They decked with pearls no richer than from each Of earth's innumerable mourners fall Unstudied, yet correctlly classical. , Tears are the oldest and the commonest 4 Of all things upon earth; and yet how new The tale each time told by them! How unblessed1 Were life's hard way without their heavenly dew Joy borrows them from Grief; Faith trembles lest She loose them, even Hoperherself smiles thro The rainbow they make round her s they fall; And Death, that cannot weep, sets' weeping all.

PICKLE-VERBS

To be taken with a pinch of pepper and dislntlgrated after the manner of WISDOM.

We are never so happy or unhappy as others imagine us. Every man has it within his own power, by the force of natural reason, to master the temptation of falling either into presumption or policecourt. He that has a retired life.. a peace

ful conscience, honest thoughts, and

virtuous actions, need not be bother

ed with franchises and the city council.

Confidence sends more to the poor

house than ill-fortune.

A virtuous man lives rtot to the

world, but for his own pocket-book.

HIGHER INSURANCE. Just now, when Richmond's Are protection is to be increased with the addition of a new department and when there is certainly no more risk today In Insuring Richmond property of all kinds than there was three months ago, the insurance companies will, it Is - Bald, i boost the rates on certain classes of property. Of course there Is a' reason therefor, and the Insurance companies believe that it is a good one. The great losses sustained In theiSan Francisco fire must be partly made up, fit ig declared, if these companies are, to live and continue to give protection1 to the man who loses by fire. Probably 'It Is all true and perhaps, also there is up other means by which the insurance companies can recuperate, but as a general proposition the insured do not relish the idea of i Increased rates. Up to .Aha present,'; however, Richmond underwriters have not been ordered to change' the rates, i though In view of the fact that the new schedule is effective already in several 'Indiana cities, It is reason

able to suppose that tho same thing is

to happen here. K!

Ohio politicians are in ".a terrible stew over the complications which have arisen relative to the legality of certain legislative measures which

were enacted at a time when the late Governor Fattison was seriously 111,

and in fact,' was delirious. It is as

serted that a number of the laws now on the statute book as a result of the last legislature's work, are null and

void, because the law provides that

they must bo "presented" to the gov

ernor for approval or rejection. 'This was Impossible during the last monih of the legislature's life, for Governor Pattlson was in no condition to give any thought to affairs of state. The

Cincinnati .Times-Star says:

The matter presents many novel and interesting features, but it is well

not to anticipate the; work of the

courts.

It Is to be hoped thnt. when the question reaches the courts,, that on the broad grounds of public policy the

final decision will be delayed until the

legislature is In regular session again.

Then, if it becomes necessary to re-

enact tho legislation, if desirable, it

can bo done in a regular and orderly

manner. Tho laws will have been given two years of practical test, and if mistakes have been made in any of them, these can be and will be corrected. If at this time they were declared invalid, a special session would

at once be necessary and the re-enact

ment of all urged without regard to

merit or demerit

SHORT STORIES.

Watchmakers despite their difficult work rarely suffer from eye trouble of

ny kind. At the rate of a pint and a half of

liquid a day a man drinks 32.S50 pints during his life. The; income of the average American, according to the United. States census, is 'about $050 a year. The ounce in troy or apothecary weight is not the same as that In avoirdupois weight, the former containing 480 grains, the. latter 437.5 grains. The total number of telephone calls made in the United States the last year was about ,000,000,000, or fiftyfour for each man, woman and child in the country. In these days of increasing use of concrete for building purposes it is interesting to recall the fact that the

Pantheon in Rome, about 2,000 years

old, is covered by a dome over 142 feet

In diameter, which is cast in concrete

In one solid mass.

" A Stranare Cbsfoirt. " A strange custom prevails in Kamchatka, where a man who wishes to entertain a guest Invites him into a cabin which is heated to. an excessive temperature and then presses him with food until he is in a state of torpor. Instances of men dying at these orgies have been known.

Chinese Coffins. Chinese coffins are made of timber eight Inches to ten inches thick. It is calculated, therefore, that over 8,000,000 feet of lumber is utilized yearly for coffins in China.

Early Street Lighting. New York was the first city in the United States to adopt public street lighting. In 1608 an ordinance was passed by the city whereby every seventh house was required to hang out of the second story window a lantern on a pole for the benefit of pedestrians.

TH I NGS THEATRICAL.

'The Tourists," a new mnslcal production, is to be the summer attraction at tho Lyric, in New York. Channihg Pollock's clever and successful play, "The Little Gray Lady," Is being turned into novel form. Henry Woodruff personally . owns most of the "properties" used in the first and last acts of "Brown of Harvard." These include the Harvard flags and other college emblems. nenry Miller and Margaret Anglin believe in "trying out" plays before deciding upon casting the fortunes of a season upon one. Recently Miss Anglin gave a few trial performances of William Moody's "A Sabine Woman." Alia Naslmoff, the famous Russian actress who created little short of a sensation In New York last winter as leading woman with the exiled Russian players, will be a star in English next season. The Shuberts are rapidly deciding upon their new attractions for , next season. Three, musical plays are announced for fall production. The first Is "The Snow Man," from the pens of Stanislaus Stange. and Reginald De Koven.

GLEANINGS.

Between 800 and 900 British towns and villages have namesakes in the United States. For ,the Belgian expedition to the south pole planned for 1907 it is said the sum 'of $100,000 has already been subscribed. The boundary pillars removed from the Egyptian frontiers by the Turks have been dbg up from a place of concealment and restored to their original positions. An Austrian who was placed under the Roentgen rays at the Vienna General hospital in 1902 and badly burned has recovered $6,500 damages from the specialist lie had to be in bed for a year. On the ground that it would profane the historical spot where William Tell performed his most heroic deeds, the Swiss federal council has refused permission-to a hoteh keeper to construct a funicular railway starting from the Tell plateau. :

TRAIN AND TRACK.

The railroads of the United States bonght 80,051,000 cross ties in 1903. The federal supreme court recently rendered a decision sustaining Georgia's law prohibiting the running of freight trains on Ssunday. As the result efs frequent railway accidents between Brussels and Namur many passengers by that route now wear large cards bearing their names and addresses pinned to their coats in order that there may be no difficulty in establishing their Identity. Every snowstorm in winter, especially If the snowvbe damp, blocks the switches In the railroad yards and delays trains. A Boston inventor now has perfected; a plan to heat the

switches with pipes filled with oil. The

oil pipes will not chill as do pipes filled with steam, and the high pressure Is not required. r"t
