Another unsuccessful effort was mad this afternoon to reach an agreement, fixing a time to take a vote. During the discussion, Mr. Tillman, in charge of the bill, declared In replying to criticisms that he would call the bill up early Monday and keep it before the Senate daily and force discussion or a vote. Mr. Allison, of Iowa, and Mr. Foraker, of Ohio, promised their support.
