About two months ago charges were filed against him by a man who had been dismissed from the stables connected with the bureau. He was accused of malting free use of Government vehicles for private purposes. The charges were not treated seriously by the Treasury .officials. CapL Meredith was first appointed at the head of .the bureau in 1SS9 by President Harrison. He was displaced whenCleveland became president, and was re-instated under McKlnley. He served as director of the bureau about nine and a half years. He said at Washington yesterday that hie plans.. for , the future are not 'decided, but he. expects to spend the remainder of his days in Washington. . The change, in the directorship is due to a desire of the Treasury officials to place a younger man in charge. It Is in no sense a reflection on Meredith's long and honorable service. , Assistant Director T. J. Sullivan is to succeed him. ' "Generally debilitated for years. All OLD ORDER HDWPREVAILS Rural Carriers Expected to Keep Records of Mail Matter. RECENT RULE RESCINDED ALTERNATE QUARTERS RE TO BE RECORDED REU I RES CONSIDERABLE WORK BY THE CARRIERS. The order discontinuing the keeping of records of mail handled by rural carriers, was of . short duration, as the order has been suspended, and the carriers instructed by fhe postofflce department to keep the records as' usual.' The order discontinuing the keeping of records, went Into effect J4.!l and. lasted for "one quarter, the new . order taking "effect-April I, and the boys on the rural routes are now keeping records as usual. : The old order, was very popular with the carriers and with postonice employes generally, for the reason that it relieved them of a great deal of bookkeeping and. clerical work. However, the po6toffice department of late; has been watching up the - various ! routes very carefully, atfQ whenever; a route has fallen balow the standard, ' it has been discontinued, several in In- j diana having been cut off, the list because they were not sufficiently productive to warrant their continuance. The old order has been suspended, indefinitely, and records wilL be carefully kept until such time as , the post-' office department orders otherwise. ; It seems to.be the opinion that alternate quarters will be recorded, the results from these being just, as good 'as if' every quarter of the year was reported.
