Collier's Weekly of this week publishes an address made by Dr. William Bayard Hale, managing' editor of the Philadelphia Public Ledger before the Contemporary Club of that city, in reply to an address by Mr. Norman Hapgood on "The Tress and Public Morals." Dr. Hale, who formerly was a Richmondite, made a distinct impression in ; defending the newspapers against Mr. Hapgood 's attack. In closing his Dr. Hale said:
