ditions that beset mankind than life in the United States Regular Ahmy.

"Right here in Richmond," said

he,to the Palladium yesterday "there

are some persons who evidently believe that to become a soldier of our regular army is to be in a position which is below that of the ordinary citizen, and which entails duties and labors degrading to an American; that the privileges accorded a soldier are few and far between and that

an enlistment in the army, affording

practically no opportunity either for

advancement, accumulation of sav

ings, or self-improvement, means that

those years of a man's life have been

wasted.

"That such ideas are erroneous

can be learned by careful inquiry. It will be found that a large proportion

of the soldires of the army are selfrespecting, well-conducted men and

faithful and efficient soldiers, and that many of them have been in the

army for years, some occupying the

liigher grades among the noncom

missioned officers, and all contented

with their lot and respected by

their officers.

"The pay of a private soldier is

$13 a month, and all , soldiers receive

(in addition to their pay) rations,

clothing, fuel, bedding, medicines and

medical attendance, and an increase

of $1 per month for their third year,

and if they re-enlist within three

months from date of discharge, $2

for their fourth ycr, $3 a month for

their fifth year a:) l $5 a month for

their sixth year; that is, $13 a month

during the first two years, $14 the

third year, $15 the fourth year, $16 i the fifth year and $18 the sixth year. The lowest pay of any soldier in the

army serving in his sixth year is

$18, which is an average of $4.50

per week, which he can spend or de

posit with an army paymaster, same

drawing 4 per cent interest, and can

not be forfeited except by desertion, nor can it be drawn out until the man's term. of service expires. The advantage of that is that the money

is not only in safe keeping, but it is

also growing larger all the time.

"A private soldier of fair educa

tion, who proves to be a good soldier

by his conduct, can with certainty

count upon being promoted to the

"The pay of the above mentioned noncommissioned officers serving in their sixth year is as follows: Corporal, $20 ; sergeant, $23 ; first ser

jor, $30 ; regimental sergeant major, $39; regimental quartermaster sergeant, $39. "Regarding the accumulations of savings let us suppose that a private serving his first three years would

deposit $10 per month during his entire enlistment, and would save $50 of his clothing allowance (which can easily be done), he would leave the service ; (counting the interest and what he can save on transportation) with at least $420. He arrives home this much better off than when he left three years before, and when we consider how well he has been cared for, and th many opportunities he has had for self-improvement it surely cannot be said that the time 'has been wasted. . - '
