Up to the present time there has been only two' building permits granted at the city controller's office during the month of January, one to A. E. Underbill for a $200 frame building to be erected at the corner of Sixteenth and North E streets, and one to J. B. Sittloh for a $200 bam to be built at 100 South Thirteenth street. City Controller Needham stated yesterday that there was nothing unusual in this state of affairs as the building permits-granted during the months of ' January ' and February were always few and far between. The contractors, architects' and ( real estate men say that there is a splendid .outlook for a large amount V of building in i Richmond this year, but that nothing much will be done until spring.
