RESULT OF CONFERENCE
Will Be Submitted to County Commissioners For Action at Their Next Session.
This morning at a meeting of a sub-committee of the Board of Charities and the Board of Managers of the Home of the Friendless, a plan will be drawn up which will be prexented to the County Commissioners in regard to the location of the Women's jail. The meeting will be held in Knollenberg's store at 8:30. The crying need of Richmond for a separate place for the female prisoners of the county has caused the County Commissioners to have plans drawn up for a women's jail, but as yet the question of location has not been decided. There is a moral question involved which is calling the attention of the Board of Charities and this organization is now working
in conjunction with the County Commissioners, in an attempt to secure the most suitable place. The Charity Board, composed of B. F. Wissler, Miss Eleanor Robinson and Mrs. Beeson, contends that women prisoners should not be placed in the same iail with the men under the care of the sheriff unless arrangements are made to secure a matron. For this reason a consultation is to be held with the Home of the Friendless Board for the purpose of having the jail apartments in the Home instead of at the County Jail. The result of the meeting will be submitted to the County Commissioners atMheir next session and at the time, it is thought that a location will be definitely decided upon. An appropriation will be asked ot that time and work commenced at once.

!. 1, ( ! S 111 The Kibheys played in hard luck last evening and as a result the Business College boys Avon the only Baslet ball game played in the City League by a score of H to 2. Tlie lust half ended with the score 7 to 2 in the College boys favor and in the second half they succeeded in keeping their opponents from scoring. The game was one of the roughest played in the league this season. A meeting of the managers of the City League Basket Ball teams was held in the office of Prof. Heironimus at the Garfield Building last evening. The T. M. R. team withdrew from the league and all the games played by this team are not to be counted in the percentage. It was decided to have each team play one game a week and the playing night to be Wednesday so as to allow the players to attend the Monday Evening Skating Club.
don't.' I said where are you goinig, and she said 'That is my affair.' I said do you still go with that boy and she said that you were her baby and I said do you love him, and she said 'I have no time to talk to you.' She started then for her work. I let on I was going another way. I was, but I followed her up and she didn't know it. I was bound to have her. I said come go with me, you are my wife, and she said 'I will not, I will call the police.'- I said you had better not. I will shoot your head off. She said 'Spare me, oh, spare me.' And she said 'we will marry.' 1 said that is what love will do. I will
take good care of her but yon had better watch out. I will not rest until I get you now. I tell you now to leave; The Dilkes and Evanes had better keep out of this or I will make them skip to. Nora went to Indianapolis. She is under good protection. I will let her write to her folks but she cant write to you. If she will not marry me I will not let her come to Richmond for a year. She said that she had money hid at the Evanes and all her clothes were there. I said let money and everything go and marry me. She said she loved the Evanes and that she dont want to leave them. I warned both of you but you wouldent listen, Oraa Cotton." There was no signature of any kind attached' to this letter. The handwriting was extremely poor and almost illegible and was written by the same person who wrote the "notice" pinned on the kitchen door of the Evans home some time back. One of the things that bailies the po
lice is the ignorance of the person who writes the letters of Mrs. Cotton's marriage to Oma Cotton, which the latter confesses secretly took place last November. This is one fact that would lead the police to believe tbnt Mrs. Cotton is not. the author of 1he letters, still the opinion is held by a 'fVw that she purposely
(525 gave this impression to prevent sus3f53 I picion from being rsttneher to her.
