The Inter state Commerce Commission today began investigating into Ihe com plaints recently received by ,the Leh man-Higginson Grocery Company, and several other firms of Wichita, Kan., alleging that a number of large Western roads have threatened to advance the rates on sugar from New Orleans. It is claimed that these roads, as well as the published tar iff constitute a serious discrimina tion against Wichita in favor of Kansas City, St. Joseph, Omaha and Sious City. The fifteenth annual session of the South ern Educational Association opened here today in the Board of Trade auditorium. Distinguished educators from all over the Southern States have assembled here to attend the three-day session. Among those who will address the convention are Governor Aycock, of North Carolina, Prof. Walter B. Hill, chancellor of the University of Georgia, Chancellor R. B. Fulton of the University of Missouri and many other prominent educators. Governor Broward this morning addresed the "meeting in welcome on behalf of the State, while Mayor D. U.
