Japan in Naval Strength. (Hosmer Whitefield in "Success Magazine.") On the eve of the war Japan fs was the smallest of the seven leading navies of the world. The fleet of Russia, at that time, was infeiior only to that of Great Br'.tain and of France. During 1903 Russii spent on her fleet over fifty-five million dollars, while Japan for the ht le of her navy expended only about eleven million dollars. Consequently Ru:sia laid out in naval equipment nearly five times as much as Japan, whos? naval fighting stren,;rh at the begin-, ning of hostilities, was only half that of Italy. The most famous porcelain in the world that made at the Royal Saxton Porcelain Manufactory at Meissen is described in a beautifully illustrated article, by Maude Mason Austin, in the January number of "The Twentieth Century Home." The manufactory covers fourteen acres of ground, and is the oldest in Europe, Meissen is sixteen miles above Dresden, and "Dresden china" is a misnomer, "Meissen china" being the name of 'the superior ware manufactured at the royal factory. The magnificent Meissen vases some of the finest of which are reproduced from photographs, are quite indescribable in their beauty and elaborateness of ornamentation. Red Saunders and Scotch Kilties. In the January McClure's we have another little whirl with "Red Saunders," Henry Wallace Phillips' picturesque and resourceful cowboy. In "A Touch of Nature," Red is discovered "foot-loose, forty miles from nowhere," in the Bill Williams Mountains of Arizona. However, ex citement waits just up the hill in the shape of a large Scotchman, kilts, bag-pipes and all. No wonder Red is aggrieved at such an unusual sight The two meet 'tempestuously, but after they fall off a ledge together, "twenty-five foot, clear," into ice water," they become fast friends. How they danced a moonlight "can-can," stimulated by Scotch "fusky," and how "Colin Hiccup Grunt" became Great Peace Chief of the Yuma Indians, makes one of the best Red Saunders stories yet. They're the real jroods, as are A. B. Frost's drawings. Steel Industry. TheAmerican steel industry as developed and maintained in and around Pittsburg is the subject of a valuable article by William L. Scaife in the January Review of Reviews. The industry that has made Pittsburg one of the world's greatest workshops is described with technical accuracy and yet in popular language, Mr. Scaife 's article is followed by a running account of Pittsburg's other manufacturing enterprises, from the pen of Mr. J. E. McKirdy, while the aesthetic and intelligent aspect of this new great city's life are outlined by Mr. Burd S. Patterson. The three articles are fully illustrated, and together forn a most attractive presentation of
Pittsburgh's varied activities. A Cartoonist's Career. Leon Barritt, the cartoonist, whose book on drawing. How itoi Draw, was recently published by Harper ' & Brothers, was born at f Saugerties, New York, on the bank of the Hudson. His artistic gift found early ex pression, but he bas the distinction of being entirely self-taught, never havinrr attended an art .class or school. His first published work appeared in Boston Punch, when he was twenty-five years old. He then worked as an artist for a firm of Boston publishers. Sixteen years ago he came to New York and started an advertising concern which supplied ideas to business people. His 'first eatoon appeared in the New York Evening Telegram, and, he continued to contribute one a day to that paper for about a year. Subsequently He became a free lance, rapidly acquiring fame. Bank Officials. The pitiable confession of President Beckwith, of the wrecked Oberlin. Ohio, bank, in which he gives the details of his transactions with Mrs. Chadwick and tells hew he accepted and indorsed notes for fabulous amounts presented by the
woman, bearing the name "Andrew Carnegie," without taking even ordinary precaution to verify the signature, creates a feeling that the gov ernment should provide a commission whose duty it shall be to inquire from time to time as to the mental soundness of bank officials. Seriously, it should not be possible for one man to control the funds of a National bank and make a loan aggregating several times the amount of the capital stock of the institution without, even the knowledge of the other directors, and it will be a surprise to many women, as well as men, to learn that such a transaction is possible. The interests of bank depositors should be safeguarded by the govern ment. Editorial in Madame for Jan uary. The Consular Service. What the men who comprise the consular service of the United States do and how they live form the subject of an interesting illustrated article by John Elfreth Watkins in the January "Cosmopolitan" There ' ar seven hundred and thirteen foreign points where we maintain such- guardians of our interests. Although ambassadors and ministers are sacred under international law, consular officers may be arrested and imprisoned. Their pay and emoluments range from one thousand dollars a year to twenty thousand dollars a year. X' S Contents of Pearson's. Pearson's Magazine .for January presents a remarkable collection of

"The Making of Incandes cent Lamps," "The Life Story of a Wild Boar" and "Pneumonia, an Unsolved Problem," are articles that will appear to those interested res pectively in industry, in animals and in problems of health; while "Scoring the Beat" is a striking article consisting of adventures of those daring, resourceful fellows, the New York newspaper reporters. Still oth er special articles are Kate V. Saint Maur's serial, "The Self-Supporting Home" and Robert Sloss' interview with Julia Marlowe. In fiction, Pearson's has taken the daring step of printing "A Limb of the Law," a story by that latter-day apostle of "low-life realism," Owen Kildare. Three delicate love stories stirring stories of adventure, one Western story, and an exciting detec tive story complete the list of the contents page.
