frightened and ran away. Edwards
was thrown irom the wagon and alighted on the ground in such a position as to break his right leg just
above the knee. A number of people driving along the road found Ed
wards lying on the ground and they
summoned the city ambulance. Driver Livensberger removed the irijured man to St. Stephen's Hospital where he was attended by Dr. Johnson.
WAR ON SOCIALISM.
New York, Dec. 15. The fourth annual meeting of the National Civic Federation opened here today. Without doubt it will be the most important ever held by the organization. As a result of the luncheon tendered the Civic Federation last September at the Hotel Astor, this city, to members of the International Parliamentary Union, where international industrial peace was discussed, an international committee will be appointed at the present meeting to form an International Civic Federation. This morning's session is only one of the two meetings to be held by the Federation. The second will be held this afternoon and conclude this evening with a reception. Bids For Big Barge Canal. Albany, N. Y., Dec. 15. The first bids were submitted to the state superintendent of public works today for the first six sections of the 1,000ton barge canal, which has caused so much discussion among politicians of this state for the past few years. The bids will continue to be received for three days and the estimated cost for this portion, of the work is 5,000-000.

tleship will surpass all others in Uncle Sam's navy. If the speed on the
four-hour speed trial falls below IS knots and exceed 17 1-2 knots an
hour, the vessel will be accepted so far as speed is concerned, but at a reduced price, the reduction being at the rate of 50,000 a quarter-knot
deficiency of speed from 18 to 17
3-4 knots, and at the rate of $100,00 a quarter knot deficiency of speed
from 17 3-4 to 17 1-2. The ship is
not to exceed .$4,400,000 in cost.
