Fresh troops are constantly arriving at Bentsiaputze, while others, which recently reached Liao Yang, are marching up the Taitse river. Reveals Lack of Discipline. I-iao Yans, Sept. 27. The discovery In abandoned Russian headquarters here of a number of documents and orders from Viceroy Alexieff cashiering officers for abandoning positions and for drunkenness, etc., and censuring officers for lawless treatment of Chinese, waste of ammunition and other offenses, proves an amazing lack of discipline in General Kuropatkin's army. Three Killed in Race War. Memphis, Tenn., Sept. 27. Two negroes were killed and three were fatally wounded in a race riot near Lynchburg, Miss., fifteen miles south of Memphis, last evening. The shooting took place on the plantation of J. J. Johnson, who, with his two sons and two friends, went Into a field to "gather a load of corn. The field was worked on shares by a negro family named Kennedy. As the white men were driving their wagon from the field a fusillade of bullets from n party of blacks met them. The fire was returned.-with the result that two negroes were killed outright and three were fatally shot. In the'Yellowstone Country. Billings, Mont., Sept. 27. Senator Fairbanks spent the greater part of yesterday discussing irrigation. Thf day was devoted to a tour of the Tel lowstone country beginning at Glen dive, on the eastern border of Mon tana, and closing at this noint. no: far from the center of the state. Ex Senator Carter, who was a member of Senator Fairbanks' party, came in for much praise as one of the early mfvers to national aid to irrigation, from both Senators Fairbanks and Dolliver.

Governor Durbin Defies Opposition t3 Prove its Charges. Indianapolis. Sept. 27. Governor Durbm's open "deli" to the Democratic national committee today was a surprise to nearly every politician, as they did not know it was corning It was read with great interest. One comment freely heard was that it was characteristic of the governor to strike back as hard as possible at his crit'.cs. Even the governor's enemies in his own party felt today that he has given the Democratic organization a hard nut to crack, as he has put it mm ,o the Democrats to prove the statements of their own platform by the Democratic members of the institutional boards or to stamp their platform as a document containing baseless charges. It will be interesting to note what action the Democrats take. If they don't accept the challenge the Republican speakers will no doubt, point to it as conclusive evidence that the Democrats have backed water on their own proposition. Important political announcements seem crowding one another thick and fast this week. Today it was stated ! that Bryan is to spend ten days touring Indiana, beginning Oct. 12, and that Taggart will establish Western headquarters for the national committee at French Lick. The latter story sounds as if it came direct from fairyjctuu. politicians who are accustomeel to reading all sorts of dore on the situation were not a little surprised at the statement in morning dispatches that French Lick is to be the storm center for the Western political battle. Dispatches last night stated that Taggart at the request of Judge Parker is coming to Indiana to take charge of the campaign in hopes of landing the state in the Democratic column were not surprising, as it has been suspected that events might take such a turn after the general plan of campaign was outlined, but the idea of Western headquarters being established at French Lick probably never entered anyone's mind here till today. Secretary Reiley of the state committee and other party leaders said they never heard a word of it before. Many of them admitted that it would be a picturesque spot for Western headquarters, but if headquarters should be located there half of them will be ready to fall dead with surprise. The announcement that Bryan is to be in Indiana ten days forms one of the most important and interesting chapters of the campaign. It is saf, however, that Bryan not only likes io campaign in Indiana because of his gerat perosnal following, but that he is anxious to come this time to help his good friend John W. Kern in his race for governor. He will probably make thirty speeches and every congressional district will probably hear from him. It is problematical what effect his trip will have. The Democrats believe he will do a world of good, for while they are not admitting it for publication, they will privately tell you that some of the Democrats in the rank and file are not in complete i harmony with the ticket and plat-! form. If Bryan can line them up successfully he will give to the campaign a still greater element of uncertainty. "Word received at the Democratic state committee rooms bears out the I truth of the statement made by your j correspondent several days ago that j the Democratic national committee is i laying plans for a whirlwind finish in j Indiana, in addition to Bryan Senator Joe Blackburn of Kentucky. Senator W. J. Stone of Missouri and former Governor Patterson of Colorado are tc be sent to the state the middle of next month along with David B. Hill. President Ingalls of the Big Four and a half dozen other men of national reputation in politics. Besides these Taggart has sent to the committee a list contain;ng such men as Senator Tillman and others who are known as the greatest spellbinders cf their day. While Bryan is pulling his followers together Hill, Ingalls and others will be talking to the gold Democrats. At the trial of Ben Hill, an alleged lyncher, on the charge of murder, seventyseven talesmen were examined before a Jury of twelve competent men were found. Several witnesses testified that Hill climbed the tree to tie the rope at the hanging of Maples. A Significant Difference. San Juan. P. R., Sept. 27. Porto Rico's 1.007 public schools opened Monday with 60.00 pupils enrolled. In the first school year during American occupation there were S00 schools with 23,000 pupils. ,
