General Kuropatkin Fiuds a Scapegoat For His Disaster.

Inactivity of the opposing armies of Russia and Japan continues, and no fighting of a general character is reported. Information coming from an
authoritative source in St. Petersburg
Is that the Russians will winter at
Harbin, but the fact that there prob
ably will be two months of good weath er for military operations before ex
treme cold weather sets In, leaves
room for a revision of this purpose in
the light of events that may transpire.
The Japanese are reported to be col
lecting the taxes and otherwise ad
ministering the affairs in Manchuria
as though that country were conquered territory. The publication of General
Kuropatkln's report of the fighting
from Aug. 26 until the retreat upon
Mukden has created a bitter feeling in
St. Petersburg. The report distinctly
places upon General Orloff the re
sponsibility for the failure to hold the heights in the vicinity of Sykwantun
and so check the Japanese advance.
ORLOFF IS BLAMED
Mm a whole day, Sept. 2, and thus delayed launching, the blow against Kurokl; and when the Russians had just regained a foothold on the coveted position Orloff's failure to hold the Japanese advance against the Y-ntai
mines threatened the envelopment of
Kuropatkin on the north, crippled the whole Russian scheme and forced the
now historic retreat to Mukden.
The report as given out does , not
state the casualties, but it is authori-
tetircly stated that they were under 17,000.
The war ofF.c? is extremely, reticent
regarding the present situation and future plans at the front. It is stated in general terms that the army is concentrated around Mukden, leaving the
inference that it is ready to make an
other stand. There has been no rain
the past two days, and it is probable the country will now dry up and leave two months of good weather for the fall campaign. Many things may happen during this period, but a high authority declares that preparations are beina steadily

the event of a successful Japanese as
sault.

San Francisco, Sept. 15. Guarded by several American warships, the

Witnesses Say Myron T. Barbour
Gave False Testimony. Rising Sun, Ind., Sept. 15. The grand jury late yesterday returned an
indictment of perjury against Myron T. Barbour, one of the four persons
accused of the murder of Miss Eliza
beth Gillespie last December. '
"At the trial last May Barbour testified that at no time did he enter the alley next to Whitlock's grocery store and hold a conference with Private
Detective T. W. Franklin. A number
of witnesses were before the grand Jury and testified that Barbour was In
the alley with Franklin on or about
Dec. 17, 1903.
In addition to this the charge is that
Barbour bought gun shells at O. J. Harris & Son's hardware store for a 16-
gauge gun on or about the day before
last Thanksgiving. Barbour denied this at the former trial. Barbour was
arrested and his bond fixed at $1,500
by Judge Downey.

CETTERAIi BARON KAULBARS, WTTO COMMANDS A NEW RUSSIAN ARMY. of Liao Yang and entirely bears out the rumor that General Orloff's failure to hold the vital position at the Yentai mines was responsible for the breaking down of the whole of Kuropatkln's plan of battle and turned a potential victory into defeat. The manner in which retreat was carried out in the face of the terrible condition of the country and the determined pressure f the Japanese armies does much to restore General Kuropatkin's prestige in military circles. The report dwells upon the terrible difficulties encountered during the retreat at Liao Yang from positions on the southern front, when twenty-four horses and a whole company of infantry harnessed to a single gun were
not able to remove tne gun from a quagmire. It is shown that the retirement from Liao Yang to the north hank of the Taitse river was carried out in good order and with celerity un
der cover of night on Aug. 31, when it
had become evident that General Kuroki was making a determined drive
at the Russian communications north of Liao Yang. General Kuropatkin
pays tribute to the courage and devotion of every arm of the service under his command and especially to the bravery of the troops to whom was
set the task of recapturing the Syk
wantun hills on the north bank of the
Taitse river. The engagement of the night of Sept. 2 was productive of some of the most severe fighting of the whole battle. It was practically a company commanders' fight, commands becoming separated in the darkness and independent units acting on their own initiative with tne one object of carrying out the commanders' orders to retake the heights. This account puts the Russian soldier in a very different lisht from the generally accepted belief that he Is a mere military automaton, cnv-'Ho only of acting in a mass under specie instructions.
